While this series was originally written specifically for GOICON 2026, Three Wishes is open to new avenues and idea relating to the Office for the Reclamation of Islamic Artifacts. Additionally, articles for Three Wishes do not need to align with previously written ORIA lore (in fact we go against a lot of it).
Below is a list of themes, ideas, and information central for its interpretation of ORIA.
THEMES:
Humanity
Yes, most of the ORIA are Muslims, most are fanatics even- but they’re still human. If you wish to write for this series, they cannot be faceless goons to use as canon-fodder because you couldn’t think of another group. They all have human wants and human needs; their own idiosyncrasies and relationships; their own political views and religions.
Division
Internal strife is a staple in religious groups, especially so in an organization so closely tied to the government, even more so by being based on an unpopular interpretation of Islam. Of course, this doesn’t only occur in humans; the djinn are even more diverse in power and personality, with some haunting children and others helping with a man’s prayer posture. Don’t be afraid to get a little wacky or explore new ideas.
Western Influence
Conflict doesn’t just come from within. It’s no secret that western powers have systematically oppressed and exploited Iran, as well as other West Asian countries — be it through regime change or media stereotyping.
Thus, the views and actions of the ORIA reflect their experiences and do not exist in a vacuum.
CHARACTERS
Safeer Isfahani: A reserved Sunni man who regularly does not see eye-to-eye with how the ORIA does things. His ability to see djinn at all times and his rocky family relationships make him quite an effective listener and mediator.
Hawwah: A very old and revolutionary djinn woman. Never afraid to stick it to the man or share her hardcore Rabhari beliefs, yet that doesn’t stop her from occasionally being an airhead.
Abdul-Aziz Yahya: A mole for the UNGOC stationed in the ORIA’s southern base of operations. Also Safeer's boss, and the one who caused the inciting incident leading to the GOC invasion of Iran.
TIMELINE
1979
The ORIA has existed in some form during the Shah's rule over Iran, and was rebranded under the new government. It holds a bit of autonomy from the government at large but over time Rahbari/pro-government sentiments have gotten stronger internally.
1998
Safeer joins the ORIA as an HR worker at a young age. He steadily rises through the organization until hitting the glass ceiling around 2010.
2023
Hawwa becomes suspicious of Abdul-Aziz. Using her Serpent's Hand contacts she tries to assassinate him, which alerts the UNGOC to the anti-veil movement in Iran. Safeer becomes the centre of internal djinn-human conflict, and his troubles do not end there.
2028
Following a false flag attack aimed at Israel, the GOC directly invade Iran under the pretense of peacekeeping in order to take down Hawwah and quell the growing knowledge of the paranormal in the civilian population.
One way or another, a storm of revolution will wash away the status quo. What will be left once the waters recede?
All in all, the ORIA has come a long way from its days as a cheap rip-off of the IRGC. If anything, I hope this guide has at least given you a clue on the endless narrative potential of this group, and maybe even a desire to write something of your own.
