Special Containment Procedures:
The existence and services of SCP-9891 is to be disguised and instead be attributed to its Pseudo Identity: a "Hyper Advanced Artificial Intelligence". Discussions regarding SCP-9891, its Pseudo Identity, (Pseudo) Site-7, are to be moderated. This extends to acknowledging inquires from lower class personnel regarding these topics.

Pseudo Site-7 is a water platform roughly 6,130km west from the coasts of Chile. It was constructed for the purpose of supporting the guise that an Advanced AI exists within, and serves the Foundation; Structures built on the platform were made to appear as though as the site contains supposed hardware and 'other essentialities' for an Artificial Intelligence. Personnel on Pseudo Site-7 maintain it regularly, as well as acting as technicians in the facade. Other than its primary purpose, it also serves as an outpost for Foundation water and/or air vessels

SCP-9891's activity and general behaviour is primarily monitored by the DOR, and partly by Overwatch Command. Foundation webcrawlers, while considered to be in a team working with SCP-9891 in surveying media, are also part in monitoring its actions outside its primary place of service, the SCIPNET.

In the event SCP-9891 commits a conscious act of treachery and/or threatens the veil. Globally strategically placed EMP bombs(Project "Thrombosis") will detonate and should disable all electronics1, primarily ones that can output data; devices that would allow SCP-9891 to potentially spread restricted info–a printer for example. The re-containment of SCP-9891 is the responsibility of the DOR.

Description:
SCP-9891 is an entity observed to be able to manipulate and perceive virtual data from any powered machine or computer containing it2, isolated or otherwise. The actual range of SCP-9891's capabilities remain undefined. It is known, however, is that it cannot permanently delete data on its own, and it cannot interact with data inside physical mediums that are under moderate influence of an ARA.

SCP-9891 can access and influence multiple sources or "points" of data simultaneously. The amount it can reach, however, is limited by its apparent "Mental Capacity", colloquially called its "Bandwidth"; SCP-9891's speed and efficiency manipulating data shows signs of slowing down the more points it is managing at once, even expressing 'stress'. Thus limiting its services to be used for essentialities or necessary convenience.

ADDENDUM-9891-1; CONTAINMENT:


"Faux Panoptes is an Eigenmachine that constantly sends out Thaumic waves that track the connections machines have with each other on a global scale. See it like a radar; The information that the Thaumic waves gather show on the screen of Faux Panoptes. The dots represent nodes, and the nodes represent the device, server, satellite, while the lines are the connections, obviously. It's essentially an observation device."

05/09/1980:

On the 1st of September, at the town of Tinos, two members of GoI-004 were detained by Foundation Agents after a long line of unsuccessful attempts with other members. They were able to extract the location of The Church's central point of gathering, since called "Cathedral-004", located beneath Exomvourgo; not far from Tinos. And then on the 5th of September the date above, The Foundation rendezvoused multiple MTF units(Delta-45, Epsilon-6, Zeta-9, and Nu-7) to the edge of Tinos as a Raid Unit. It was also in that time that SCP-9000 was contained by the DOR. Provided below is a list of chronological events that happened that day.

9:00: All units of the MTF raid unit report that they've arrived at the edge of Tinos as planned. They await for further orders.

9:03: The Director of The DOR, Aya Bierce, reports that Faux Panoptes has observed an anomaly; an unknown and untraceable connection that's attempting to reach every node on a global scale. Aya referred to it as being SCP-9891, thus the anomalous connection temporarily gained the title of SCP-9891.

9:05: Overwatch Command issues the command for the Raid Unit to proceed to Exomvourgo.

9:15: Director Aya requests more personnel be allocated to the observation team on Faux Panoptes. Overwatch Command authorizes it.

9:56: The MTF raid unit reaches the castle ruins area on Exomvourgo, where previous reconnaissance sweeps revealed it to be where the entrance inside Exomvourgo is, and reportedly with no resistance.

10:03: The Raid units splits in two. MTF Delta-45 and Epsilon-6 were issued to maintain a perimeter outside Exomvourgo, whilst Units Nu-7 and Zeta-9 proceeded into "Cathedral-004".

10:15: Inside Raid unit makes first contact with unmodified members of the church.

10:17: Inside Raid unit makes first hostile contact with mechanically enhanced PoI's

10:20: Director Aya shares a new observation on 'SCP-9891': Its connection with a node on the location of Exomvourgo was the strongest out of all the nodes.

10:28: Inside MTF raid unit reports to have reached GoI-004's 'Research Center' containing files related to, mechanical implants and brain study, most among the recovered.

10:30: Inside Raid unit supposedly reached the center of "Cathedral-004"; a large cavern leading to the bottom of the complex. By then, more than a quarter of the Raid Unit was reported to have either been injured or killed.

10:49: SCIPNET servers and, according to the GOC's monitoring, ARPANET, begin experiencing technical anomalies, likely due to 'SCP-9891' at the time. These anomalies include: Empty and unknown sourced packets being received, sent packets suddenly being redirected into "nothing", rare instances of terminal's having a change in fundamental code, (Special to SCIPNET terminals) empty documents being made.5

11:01: Inside MTF raid unit reaches the bottom of the cavern, reported to contain aspects of a "Church", or a place of gathering.

11:07: Contact with Robert Bumaro was made along with OoI-004-3-A6. Subject initially attempted to resist detainment, via returning fire. The assault ultimately ended with the subject's surrender.

11:20: Director Aya sends another request to Overwatch Command, to use Project "Thrombosis". Her reasoning was to use it to contain 'SCP-9891'; The DOR had, at some point in the past hour, experimented with ARA's and 'SCP-9891' and was able to figure out that it cannot 'reach' a node within the influence of the Reality Anchor. So she claims that if they were able to isolate 'SCP-9891' from the rest of the world, then they could potentially seal it in an isolated SCIPNET server surrounded by a field of ARA's. The proposal was passed on to the O5 Council.

11:25: Robert Bumaro refused to answer questions from the MTF unit's interrogation; he did not elaborate on OoI-004-3-A. It was then decided that he would be brought back to the Foundation instead.

11:28: Director Aya's proposal passed and Overwatch Command sent an immediate order out to all the EMP bomb stations to prepare.

11:37: 30 out of the 100 EMP bombs reported to be on standby.

11:41: Robert Bumaro was successfully extracted from Exomvourgo and being transported to Site-1-A.

11:46: 70 out of the 100 EMP bombs reported to be on standby. The DOR had also finished preparing an Iso-SCIPNET terminal.

11:49: The Faux Panoptes monitoring team observes that 'SCP-9891' has started redirecting its stronger connections to other nodes.

11:53: The Helicopter carrying Robert Bumaro makes a temporary stop in anticipation for the EMP blasts of all the bombs; 90 out 100 had been reported on standby.

11:57: 'SCP-9891' remains constant in strengthening its connection. However, all the EMP bombs have reported on standby.

11:59: Director Aya was given the authorization to send out the command to all the EMP bomb stations along with the activation of the ARA's around the designated Iso-SCIPNET terminal.
12:00: The messages fail to send; none of the EMP bombs were triggered. Suspected to have likely been due to 'SCP-9891' in some way.

12:06: The GOC manages to contact Overwatch Command to share that the previously mentioned examples of anomalous activity is happening to devices around the world.

12:12: Director Aya requests permission to perform apportation rituals to send physical messages to all EMP bomb stations. She reasons that they shouldn't let 'SCP-9891' continue "corrupting technology". The request was passed on to the O5 to be considered while other methods were being thought of. It was indeterminable at that point of how 'SCP-9891's effects would progress.

12:20: The request to use a mass apportation working won by 7 votes, according to the O5's secretary. The ritual was then prepared outside Site-1 with 100 printed copies of a letter.

12:25: The bombs were immediately set as the working was completed and the letters were sent. Faux Panoptes monitored nodes around the world disappear one by one until only the Iso-SCIPNET terminal was left out of the influence of an ARA and remained powered. 'SCP-9891's connection with the terminal was the only one that remained.

12:28: Members of the DOR activate the ARA's around the terminal. Faux Panoptes confirmed that 'SCP-9000's influence has been cut off from the rest of the world.

12:29: 'SCP-9891' was declared Contained.

Following the first time use of Project "Thrombosis", news centers and other public information stations were used to distribute the cover story of "Solar Flare" to hide the use of EMP's. While 'SCP-9891' remained under the DOR's custody within Isolated SCIPNET Terminal (Here on referred to as Iso Terminal-0)

When transportation was safely available again, Robert Bumaro was once again taken into a helicopter that continued to Site-228 where he would be properly interrogated. The units left behind at Exomvourgo were ordered to take as much sensitive info from Cathedral-004 as possible before expunging the complex.


ADDENDUM-9891-2; FORMAL INTERVIEW-1:

Iso Terminal-0 remained the sole node 'SCP-9891' could connect to at the time. After its initial containment, none of its previous anomalous effects were observed on the SCIPNET terminal. This behaviour was recorded to have lasted for 35 days until new activity was discovered.

On October 11, 1980, personnel surveilling Iso Terminal-0 reported that SCP-9891 had managed to create a "Chat room" with the Terminal as one of the SCIPNET's features. Instead of being another user within the Chat room, SCP-9891 used the automatic "SYSTEM" response to chat. This was then brought to the attention of the DOR's Director, Aya Bierce. She then chose to try and interview SCP-9891 since it had found a way to communicate. Attached below is the transcript of the chat log.

[7 seconds pass. And it was also confirmed that SCP-9891's connection with the Isolated terminal has never once wavered.]

>Okay.

>Fine, I'll introduce myself first.

>You can call me Aya for now.

"SYSTEM"<Aya?

[Ambrose Gwinnett Bierce's dossier supposedly came up on the terminal screen the moment Director Aya typed in her message.]

[Director Aya left the terminal alone for a minute. Apparently because she was thinking of questions to ask.]

SCP-9891 opens a new tab on the Terminal showing information about GoI-004.

"SYSTEM"<There's mentions of "Mehkane" here.

"SYSTEM"<It's the name of a

AFTERWORD:


After the interview, due to SCP-9891 being able to access files left within the terminal, the rest of the data was extracted from the machine(via overwriting it: permanently deleting the copies within), consequently leading to SCP-9891 protesting about it. Director Aya suggested that digital copies of books be sent over to the Iso Terminal-0 instead to occupy the entity's time.



ADDENDUM-9891-3; TEST LOG-1(Reworded):8

As observed in Addendum-9000-2, SCP-9891 has displayed its anomalous property of manipulating data via displaying the documents on the Terminal, also by chatting using the automatic response system "SYSTEM". To test more of SCP-9891's output capabilities, in the following interview, a speaker and toggleable mic was attached to Iso Terminal-0.

TRANSCRIPTED SCP-9891 INTERVIEW LOG #1


Foreword: When the speaker module was initially being attached, the technician installing it was startled when a voice immediately came through, which supposedly led them to accidently detaching the speaker. SCP-9891 first words, according to the technician, were "What?".

[Director Aya attaches the speaker module; No immediate response from SCP-9891. She followed by putting on the mic.]

SCP-9891: Oh, this again?

SCP-9891: What are you…

DIR Aya: SCP-9891.

SCP-9891: What!?

SCP-9891: Is someone else there?

SCP-9891: Show yourself, please?

DIR Aya: Unfortunately I'm not with you, at least not physically.

SCP-9891: This thing? Then who are you?

DIR Aya: Aya.

SCP-9891: Oh.

SCP-9891: How does this…work?

DIR Aya: We're also still trying to figure out the technicalities with that. But what's important now is that it works, and we can communicate like this from now on.

SCP-9891: Okie doke.

DIR Aya: You're…different from just text.

SCP-9891: Hmm?

DIR Aya: Nevermind, lets proceed with this interview.

DIR Aya: So. Last time, you said you "Didn't remember" regarding my question about…your name, and who you are.

SCP-9891: And I still don't.

[Silence for 12 seconds]

SCP-9891: I actually do remember the name–not because I read it from the documents, that you, or someone else took away. But–Blehh…

SCP-9891: Before…this, further even…Someone whispered that name to me.

SCP-9891: I can't remember who, when, or where. But…yeah…

DIR Aya: Noth-Nothing else?

SCP-9891: That is all I remember before this.

DIR Aya: [Sigh] Okay, about that.

DIR Aya: Do you remember anything about what you did before "This".

SCP-9891: Umm. Noooo?

DIR Aya: You don't need to worry about it.

[Silence for 13 seconds, Aya paces around the Iso Terminal]

Afterword:


The speaker module remained attached on Iso Terminal-0, but was removed 2 day after when the possibility of it having cognitive-hazardous properties was brought up. More books were sent into the terminal as compensation.



ADDENDUM-9891-4; TEST LOG(s)-2:

To know the extent of what SCP-9891 can manipulate, and what it can't. A series of objects were prepared and passed through the ARA isolation field, from there, SCP-9891 was asked to see if its "influence" can "reach" the object; whether they're manipulable or not. Provided below is a list of objects that underwent the test.

It could interact with the object the same as Iso Terminal-0. It was also properly established, based on observation, that SCP-9891 could manipulate two objects at the same time. This was done via two personnel chatting with the anomaly simultaneously.

The CCTV was pointed at a white table with a red apple. SCP-9891 was correctly able to describe it; SCP-9891 could now see.

ADDENDUM-9891-5; FORMAL INTERVIEW LOG-3:


December 2, 1980. Robert Bumaro wakes up from his coma and was given 2 days to recuperate. He was initially told nothing about SCP-9891 before being brought to the DOR. SCP-9891 was also asked beforehand on what it new about Robert Bumaro before it had viewed the file about GoI-004 in Addendum-9891-2, to which it responded that they didn't. The following is an interview with SCP-9891 that also involves Robert Bumaro.

Robert Bumaro: Mehk…Forgive my insolence, my Lord.

DIR Aya: Get up.

Robert Bumaro was placed back into a holding cell and would later be used to extract the location of all other GoI-004 bases. SCP-9891 was given access to documents pertaining to The Church for study. Along this, SCP-9891's capacity to manipulate multiple 'points' was stress-tested for the first time.



ADDENDUM-9000-6; FORMAL INTERVIEW LOG-4:

As investigating Mehkane's history wasn't feasible until either more of GoI-004 is discovered, or until SCP-9891's memory spontaneously returns. Overwatch Command took notice of the DOR's proposal of potential uses for SCP-9891 in the meantime. SCP-9891's capabilities have been broadly established at this point, and Director Aya has since built rapport with the entity.

DIR Aya: SCP-9891.

SCP-9891: Here. What is it Aya?

DIR Aya: Are you satisfied?

SCP-9891: That's out of the blue. Why do you ask?

SCP-9891: Well…I can't FULLY say I am. Talking to you has been nice, also the books.

SCP-9891: But, uhm. I've been stuck here–Duh, uuh. Wherever I am, it's dark, okay?

SCP-9891: That's something I can at least describe easily.

SCP-9891: Why are you asking? Is there something wrong?

[Director Aya sighs]

DIR Aya: We still haven't gotten anything about your past, or just the name Mehkane…

DIR Aya: So, right now, we're looking into ways you can…work for us.

SCP-9891: Oh, I won't mind.

SCP-9891: I think that would be…better than…doing nothing, at all.

SCP-9891: Ahem, so, what ways have you's proposed so far?

DIR Aya: I won't share anything until any of them are considered.

DIR Aya: And, besides.

DIR Aya: Your name.

SCP-9891: Hmm?

DIR Aya: Are you fine just being called "SCP-9891"?

Afterword: The O5 Council passed the Proposal to use SCP-9891. The main proposal that passed was to become the Foundation's sole Recordkeeping and Information Security Administer. This decision was based on observations from the DOR passed on to the Foundation.




ADDENDUM-9891-7; Project: PANOPTICON


(Summarization)
To prevent SCP-9891 having access to every bit of information the Foundation has. Highly sensitive data are kept in the responsibilities of more trusted members, within mediums in the protection of ARA's provided by the DOR. Included in this Project was the distribution of brand new SCIPNET Terminals that can accommodate the spontaneous manifestation of Data from SCP-9891's anomalous properties.

Due to the advantage SCP-9891 provides, information regarding it is also highly sensitive and is kept away from potential enemy use, thus making it need to carry on a Pseudo Identity as an "Artificial intelligence". It also brings with it code that sets itself apart from the system(Naming itself "Raisa" after its position).

The full distribution of the new SCIPNET Terminals was completed on 1989

Attached below is SCP-9891, or rather, Raisa's reaction to its first time being free from manipulating Iso Terminal-0.
