ON THE EMERGENCY ASSUMPTION OF DUTIES
RESOLVED:
That starting at approximately 0312 hours UTC on September 4th, 2023, a series of catastrophic cascading events destroyed multiple SCP Foundation facilities and resulted in the near-total annihilation of Foundation personnel.
That secondary casualties followed within 48 hours as containment protocols failed, causing the activation of on-site nuclear warheads as part of automated last-resort systems, and that at this time, no fewer than 47 such detonations are confirmed to have occurred across all continents.
That a large number of hostile threat entities are at large, with attacks already widely reported.
THEREFORE:
1. The Second Mission is suspended indefinitely.
2. Effective immediately, the Global Occult Coalition assumes emergency jurisdiction over all matters of civilian protection and anomaly containment/termination previously managed by the Foundation.
3. All UNGOC field units are authorized to assume control of any surviving Foundation sites. Anomalies previously under Foundation management are to be treated as uncontained and hostile until verified otherwise.

Mission (Location/Objective): Secure access to NTE-8221-Velveteen-Kewpie at Foundation site ██, ███████, ███.
Encounter Report/Enemy Description: We landed a few miles east of the site and checked the protective gear before proceeding.
What was visible of the site above-ground was near the edge of a massive crater. We headed there, but before we could make entry, that gigantic lizard-thing ambushed the security team, at which point Command called off the mission. Marco and I ran all the way to the other chopper, Fox-2. The others didn't make it.
Results: NTE-8221-Velveteen-Kewpie could not be accessed. KTE-8501-Typhon-Kewpie encountered and logged.
Personnel Condition: GOC Personnel: 11 casualties (9 fatalities, 2 injured).
Conclusions/Recommendations: Engaging KTE-8501-Typhon-Kewpie represents a level of risk the Coalition is currently ill-equipped to face. We had better use our remaining resources and people elsewhere.

Yusuf: Well, we wouldn't be here if you people hadn't been so stupid—
Natalya: That's enough. Take him back.
Yusuf: No, stop! I'll cooperate, okay. No need to get all fired up.
Natalya: Then tell me. Who are you affiliated with, and why did you fire on our team?
Yusuf: I told you it was a mistake. You came in using their vehicles, how do you think we were supposed to know?
Natalya: We came in using whatever vehicles we found, not theirs specifically, because there is a shortage of just about everything, as a grown man like you should have been able to deduce. Have you been sleeping under a rock the past two years?
Yusuf: Yeah, well, I was mostly in… (Silence)
Natalya: Where?
Yusuf: I really shouldn't tell you, but I feel like you'll bring out your thugs again.
Natalya: I will if you don't tell me what I want.

Natalya: So they hire clowns now.
Yusuf: Very funny. But it's actually kind of sad, you know. I lost a bunch of friends.
Natalya: We all have. It's what this world has become.
Yusuf: No, I mean, before that. Or rather, when it started. You know what happened to all the Foundation people, right.
Natalya: Yes.
Yusuf: Well, we weren't spared either. About half of the people I knew died that day. Those who remained told me the same thing happened to their contacts. My guess is the entire group was hit.
Natalya: But why were you struck? We thought only the Foundation was affected.
Yusuf: That's the million-dollar question, and also why the split ended up happening. Oh, I'm guessing from your face that you didn't know.
Natalya: Enlighten me.
Yusuf: Well, some thought we'd been hit by the same thing and that the Foundation, or maybe even you people, were responsible. But another group didn't believe this to be the case. They thought we had somehow been massively infiltrated to the point of, uh, essentially turning into a Foundation puppet. And so all the infiltrators would have died along with their Foundation colleagues. Yeah, I know, not very flattering either way.
Natalya: Which do you believe is more likely?
Yusuf: Honestly? I don't know, and I don't care too much. In one scenario, most of my friends are dead, and in the other, they are dead and turned out to be spies. At this point, I'd rather believe the former, but it really doesn't matter anymore. I try to look to the future instead.
Natalya: Quite adaptable.
Yusuf: I have to be. You know, I'm starting to believe I could make better use of my skills working for a group like yours. I mean, if everyone's dead and the dream turned out to be a steamy pile of shit, I might as well join you guys. I can't say I haven't been feeling the appeal ever since you stopped being all about hiding everything.
Natalya: (Gets up) That will depend on whether you turn out to be a liar or not. We can have that conversation tomorrow, once I've checked a few things with my colleagues.
Yusuf: Yeah, I understand. (Pauses) Uh… one last thing.
Natalya: Yes?
Yusuf: Well, uh, your friend on the ceiling has been staring at me for a little while now, and uh.. should I be concerned?

Mark: I think we have our man.
Cassius: You are late.
Mark: You could have made it easier for us. We're in the middle of absolutely nowhere.
Cassius: That's on purpose. And why so many people?
Mark: For our safety, obviously. Now will you tell us who you are?
Cassius: Just call me Cassius. I'm the one who contacted you, because I have valuable information on the location of surviving key Foundation personnel.
Mark: Do you mean to tell me their higher ups survived?
Cassius: Not just some… higher ups. I mean the very top.
Mark: And what do you want in exchange for this information?
Cassius: Your help. I really just need support for one operation. If you people help me, I might have a way to fix this entire mess. Unfortunately, my former… comrades were not so eager.
Mark: I mean, we could just torture it out of you.
Cassius: (Stumbles)
Mark: Relax, kid. I'm not a monster. Come on, let's get out of here first. You won't be of any help freezing to death here.

Yusuf: Bullets tend to do that, yeah. You're lucky you only got grazed… Honestly, it sounds like your friends were a tad more than just upset, if they shot you up like that.
Mark: Now I feel a little bad for joking about torture earlier.
Cassius: No, it's.. AAahhh… they thought I was trying to defect.
Mark: I'll have an actual medic patch you up at the base. In the meantime, try not to pass out on me.
Yusuf: Give me the disinfectant.
Mark: I do wonder, though. You don't look very old for an operative, especially in this field.
Cassius: Don't need to be. And… I'm a pretty good shot too. I mean, when you get attacked by the Foundation all the time, you either learn quick or die quick.
Mark: And here I was thinking you people were some kind of Foundation psyop. So it's real?
Cassius: Of course it is! Do you think I would be trying to fix their mess if I was working for them? I'd be dead like all of them. But these idiots managed to destroy themselves before we could kill them somehow.
Mark: And they left us with this mess too. I mean, if you're gonna accidentally remove yourselves, maybe don't fuck up the world in the process?

Mark: Yes. Conditional on you telling us the actual location, though.
Cassius: I will say… (Pauses) It's somewhere in Nairobi.
Mark: In Kenya?
Cassius: Yes.
Mark: That narrows it down, but it's still a huge city.
Cassius: I will be more specific once we get there.
Mark: I mean, it would help the pilots if you can tell them in advance, at least.

Target: Foundation safehouse, Nairobi, KenyaPreamble: At 0415 hours on May 30th, 2025, a combined team of ten PHYSICS operatives accompanied by a lone CI operative ("Cassius") made its way to an alleged Foundation safehouse following extensive preparations. The goal of the joint mission was to capture Foundation Overseer "O5-4".

(The whirring of rotor blades is heard through the camera, as the helicopter carrying the team lands in a small clearing near an isolated house.)
Mark: Let's go, let's go! Secure the perimeter first. Yusuf, cover that window. Cassius, stay close.
Yusuf: I got you.
Cassius: Aye aye.
The team advances towards the building. Once at the backdoor, a breaching charge is placed. The group then takes over, before detonating the explosives remotely.
Dwade: Moving in!
Yusuf: Wait, no! Oh shi—
Shots are exchanged between the UNGOC team and a hostile force inside the building. PSYCHE agent Dwade C. is hit and loses all senses of balance. Agent Cochran P. is hit as well while attempting to provide suppressing fire to cover Dwade's retreat; his head starts inflating uncontrollably in a manner comparable to a balloon. At this point, it becomes obvious anomalous weapons are being used against the PHYSICS team.
Mark: Pull out! They are entrenched, this is useless. We'll force them out with gas. Hey Oscar, you got that can with you?
Oscar: His head, it's about to-
Yusuf: Gas, Oscar! Quick!
Mark: And where the hell did Cassius go?
The footage switches to Cassius. Though he has intentionally turned off his GOC-issued radio and bodycam, the latter continues recording sound. He is heard muttering several times.
Cassius: Shit, shit. Where did they go? There's smoke all over the place, the big guy didn't tell me about that. Where is that goddamn trapdoor?
Cassius: (Coughs) Bathroom, bathroom.. Ah, there it is. Fuck's sake, it's so dark in here.
Two minutes pass. A thud is then heard, along with the sound of some mechanism turning.
Cassius: Okay, that's not too steep.
No words are audible for the next five minutes, as Cassius progresses further into what is assumed to be a tunnel. Then, a door is heard opening, followed by footsteps on what sounds like wooden flooring.
Cassius: There you are.
Unidentified Adult: Who are you? How did you get in here?
Cassius: The Overseer himself. What a pleasure.
A single gunshot rings out, followed by fast approaching footsteps.
Unidentified Adult: (Groans in pain)
Unidentified Minor: Dad!?
Cassius: Don't move, both of you. I know about the cyanide pill, you bite that thing and I blow his brains out on the spot. Understood?
Unidentified Adult: Leave him out of this. Whatever you want, I—
Cassius: Do you remember signing directive 27B, some four years ago?
Unidentified Adult: I don't know what you—
(Another gunshot.)
Unidentified Minor: (Startled scream)
Cassius: I won't aim at the wall next time.
Unidentified Adult: … Yes, yes, I remember. (Pauses) 27B is what started this entire mess.
Cassius: Well it's obvious you had anticipated that much, at least, since you got yourself immunized. Am I incorrect?
Unidentified Adult: No, you are not. That is true.
Cassius: When you deployed that thing, and decided to root out all the spies, did you think about who else might be in the address space?
Unidentified Adult: No, but the projections indicated—
Cassius: I'm not asking about projections. My friend, for instance, was not just some number in a projection.
There are a few seconds of silence.
Cassius: Her name was Amara, and your people classified her the moment she showed any ability at all, and then she came to us because we were the only ones who would take her in.
Unidentified Adult: I didn't…
Cassius: When your mind-virus showed up to kill all of us who'd seen your ensign, do you know how many died?
Unidentified Adult: …
Cassius: It didn't even matter in the end, since your people also ended up dying. But even them, your own colleagues, you probably didn't really care about. You knew this could happen.
Silence.
Cassius: That's the thing I hate the most about you. You always know in advance, you have all sorts of projections and intel and whatnot, and you know exactly how much suffering you're about to unleash, but in the end, you still go through with it.
Unidentified Adult: What do you want me to say? I am sorry for your loss, for what it's worth. We all thought it was for the greater good then.
Cassius: For the greater good.
There are some more footsteps, and a thud, like something being set down on a hard surface.
Cassius: Those four words, that's what all of them were worth to you, isn't it?
Unidentified Adult: Is that… ████? What are you going to do?
Cassius: I'm going to fix the mess you made. But what I'm going to do before that, is give you exactly what you gave them. Just four walls and someone to watch that you can't do anything to help.
A second thud.

By this time our operative will have been in position for seven years, and we will believe he is ready. Once deemed ready by his forefathers, he will transmit contact coordinates to the Coalition. The message is to contain no identifying information.The Coalition will come, as they do. He will be alone and visibly unarmed, and if the Coalition arrives with more than eight personnel, he is to stand his ground regardless. This will communicate confidence.
He will tell them about O5-4, and about the incident with O5-9. And the Coalition's personnel will ensure it isn't repeated, which is precisely why we need them.
2. STEP 98/187
Our operative will submit. All documentation on his person has been prepared accordingly, and biometric data on file with the Coalition's database will match.During the briefing, he is to provide the location of the safehouse, the number of Foundation security personnel on site, and the identity of the target. He is not to volunteer information beyond this unless directly questioned.
3. STEP 98/255
On the date confirmed by Coalition command, our operative will accompany the strike team to the safehouse location.The Coalition will handle the perimeter. Our operative is to proceed directly to the interior and locate the target before Coalition personnel reach the same room.
Timing here is critical. The target is not to be given a moment alone, for any reason.
What happens in that room after the target is secured is between our operative and his conscience. Delta Command has provided the tools.
The Coalition personnel are not to leave the safehouse alive.

The Foundation will be restored through mechanisms already in motion and outside the scope of this document. Our operative will be in place when it is.The Medusa Project will pass into our custody for future applications. All traces are to be expunged from the Foundation's records.
The object and the child will remain in containment for as long as the operative occupies the chair. This is not a punishment we impose. It is a consequence we have calculated and accepted, which is a different thing, and the difference matters to us even if it matters to no one else.
The corrections will happen over years in the language of policy, and reclassification, and resources redirected toward problems the Foundation previously filed and forgot.
He will read this document exactly once, in the body of the man he has replaced, in the institution that man helped build. He will then bury it under whatever directive seems appropriate and he will not read it again.
