The emissary, an inky pitch thing with skin like ashen clay, did his obeisances before the king and spoke. "Do not kneel to the now-gods of the two rivers, Melem-Kish", the creature advised. "Spare the Bull of Heaven the trouble, and yourself its wrath. For soon you will not need of the divine garden. Under a Black Moon, your kingdom will be as a land of sweet honey, and a paradise of its own".

The Key and the Kingdom

Aaron,

We are in good company on the ship back from Patagonia. It is an ironclad, sourced from the royal fleet under Thirteen's command, and bearing its inaugural crew of the United Foundation. They had taken their vessel here to recover artifacts for study: as you may know, Felix and Norris have made this their priority as of late. The captain is a discerning man, a grim sort of look perpetually cast across his face. Tells me he fought in the Mage-War. He is quiet, but clearly contemplative.

Loyd informs me two new secure facilities have been declared to re-open in America, as of the day before last. I request O5 send my office the anomaly manifests at earliest convenience; I would like them cross-referenced with the other documents the American authorities have provided us, so that we may know the extent of our anomaly storage capacity on the continent and integrate the assets of A.S.C.I. in the manner most convenient for our needs. Also update my office on the situation in Hyderabad, if possible — and of the progress of the secrecy initiative in South Asia generally. In particular the uprising of the Theosophists was the cause for which I had allocated a Task Force before my departure.

Will inform you of the ongoing occult proceedings upon my return, particularly with regard to the science of the Securing Rites, which we continue to develop. My subordinates appear to be making progress in my absence; this is what Director Zartion tells me, in any event.

My men are now working to secure the anomalous exclaves we have designated under the Suppression and Containment Program, and as prototypes are implemented, the rate of anomalous emergence appears to have declined in turn. Workings and other ephemera persist as expected on the other side of the dimensional bound, but such unnatural manifestations remain banished from our world. I suspect we reach the turning point of our pursuit, as at last we see the advent of our paradigm of reason bear fruit. And, bid hope, the ongoing horrors standing in the shadow of October wane with time.

From the throne-blood of Isis flows rebirth for all her children: so too do we deal in this darkness, as dispelling it gives rise for a new world of light for our descendants.

Look forward to seeing you and the other twelve at the Council audience in Oslo to discuss the Rites. I suspect each signatory will assent to further exploration of the Veil Protocol workings once we present the progress we have made.

F.W.

Fritz,

Site-01 eagerly anticipates your lead on the Suppression and Containment Program. I am pleased to say that the Council's majority opinion mirrors my own with regard to what your office has accomplished using Carter's occult collection alone, let alone the prospect of what could be done with greater resources: no one could have anticipated a working like Alkar’s Gateway could have been re-engineered as a banishment, and your team's rediscovery of the Ortothan Tapestry has done nothing short of a miracle for our pursuit and capture operations.

I have received word the anomalous outbreaks in India have nearly been quelled, as has another one in South America. Intelligent objects are in transit to refuge in the Nexuses, and we have processed numerous entities and artifacts for Site containment. I've no doubt there are monsters yet to emerge, but our forces have gained the leg up now.

The atlas is closing in, Fritz. And however gradually, more and more of the dark of ignorance is dispelled by the blazing torch of our provident science. Soon we will have secured the Prime Reality and settled the boundaries of our dominion, and at that time there will be no corner of the Earth which eludes the light of reason and understanding, nor will there be ever again, until the day the impossible at long last becomes just that.

In the formative days of the First Foundation, when that seed of an organization was barely yet realized from my nascent childhood vision, we elected you Administrator-General knowing your work could one day alter the course of history for the better. I saw to it personally that you be the center — vested in you, the Foundation's strength. In turn you established a cabinet, a Council, and gave unto us the pen of the Law, and the sovereignty over the Earth. It will not have been in vain.

When we first met, I recall as if it were just a few weeks ago, you had studied the Threads which underpinned the cosmos. Now you command them. Now the Thirteen Foundations have become One. The other twelve have fallen into line, and we finally stand at the precipice of our vision. You hold the key to the Kingdom.

The Council awaits your input, Administrator.

Aaron
