I've known you long enough to be frank about this. My forces are spread too thin. In the last six months, several GoIs have attempted over 47 raids against Foundation facilities across the world—the epicenter being Site-19. You promised me this could be wrangled. It cannot.
I've known you long enough as well. "Surrender" is not a word in your vocabulary, as I recall. Do not twist those statistics in your favor—only 7 succeeded; the rest were repelled. I have not failed you, but it appears you have failed me. Did you not promise you could handle this?
Still as arrogant as I remember. I did not suggest surrender, but a change in strategy. You cannot be that blind to the fact this is not sustainable. Yes, we repelled the majority of those intrusions—but at great expense.
In the 7 raids we failed to repel: over 17 million in damages, 236 personnel lost, and the loss of ██ SCPs and anomalous items. In the raids we've succeeded in repelling, we still lost 117 personnel and incurred 9 million in damages.

Petition for the Creation of MTF Nu-15
I wish this could have come at a better time. Seven years ago, we faced an unprecedented surge of violence against the Foundation—sites raided, researchers slaughtered, objects stolen. Five years ago, the Council voted in favor of the creation of Mobile Task Force Titan-1 at the behest of Epsilon-11. Six months ago, we were overrun. Four days ago, O5-8 gave me permission to present before the Council. Today, you decide if some lives are worth saving.
Our enemies vary widely—from the elusive Serpent's Hand to the strange Doctor Wondertainment, to the orderly GOC. Their goals differ, sometimes aligning with ours, sometimes not. However, no other GoI can claim opposition to the Foundation as openly as the Chaos Insurgency. A sore topic, I’m sure, given its roots in the very offices you now hold. Some of you were complicit in its birth; some were not. But that is irrelevant today.
As I told Overseer Eight, the Insurgency remains heavily biased against the Council and, by extension, the Foundation. Yet it was born in our waters—and something can be gleaned from that.
To outsiders and even many of our personnel, some of whom are present today, the Insurgency seems our polar opposite. Hell, even the words "Foundation" and "Insurgency" suggest this—order versus chaos. A poor assumption. At its core, the Insurgency is an alternate Foundation. A copycat. A replica. A knockoff. Whatever word you choose. Its hateful rhetoric only serves to conceal this truth. Delta Command mirrors the O5 Council. The Engineer mirrors the Administrator. Military Cells mirror our MTF Units. Research Cells mirror our Research Divisions.
The Insurgency and the Foundation are not separate—they are two sides of the same coin. One preserves the status quo; the other seeks to destroy it. Both will do whatever it takes to achieve its goals. In that, we will prevail. The Insurgency remains the Foundation’s greatest rival. They cause the most damage, the most deaths, and are the largest thorn in our side. You commissioned Titan-1 when it became necessary. Now, we must do the same.
The Insurgency’s greatest strength lies in its mastery of asymmetrical warfare—a direct descendant of Alpha-1 training. They have the diluted version; we have the original. This is my petition for the creation of a new task force: Mobile Task Force Nu-15, "Stormtroopers"
Mobile Task Force Nu-15 will be organized as follows:
- Nu-15 will be split into several smaller units of no more than 15 personnel and no less than 4.
- Each unit will "officially" be commanded by a field CO, but any operative may take charge
- Each member of Nu-15 is to be embedded with a remote explosive
- Each unit will be unaware of all others unless deemed necessary.
- Each unit will not accept communications from the Foundation except from the Force CO.
- Each unit will be commanded by a field CO, who may contact the Force CO only once a month, unless absolutely necessary for the survival of the Foundation or critical assests.
- All personnel must have no family or outside-world ties.
- On the seventh of each month, all field COs will report to the Force CO with their locations. Each will receive a list of designated targets and a supply crate.
- If a field CO does not report on the seventh, the unit is to be considered lost. No recovery attempts are to be made.
- All units are to be given almost complete autonomy and sanctioned to use any means necessary to complete objectives, including but no limited to: kidnapping, murder, targeted assassinations, blackmail, terrorism, weapons distributions, and arson.
