IN THE NAME OF ALLAH, THE MOST GRACEFUL AND MOST COMPASSIONATE:
1. This message concerns recent developments and prior communications made in relation to the ongoing situation in Queda, Malaysia. The silence on the matter thus far from your office has been disquieting. As has become uncomfortably clear following recent incidents, without urgent intervention we expect a severe breakdown in ORIA's influence over Queda.
2. As referenced in this message, this is far from the first time this issue has been raised up, but we have been met with the most cursory responses, and little else. We understand that ORIA may have other priorities, but the growing threat to our operations in not just Malaysia but South-East Asia as a whole is unmistakable.
WITH REGARDS TO ORIA'S FOCUS:
3. It is understood that in the present moment, there may be other pressing matters ORIA is dealing with; however, we would urge this office to consider the situation in South-East Asia with more gravity. Despite the great success of daʿwah efforts locally, a pervasive rot is spreading in its core, one which we only feel the edges of. Many signs point to a source in Queda, specifically within Kulim Hi-Tech Park.
4. Our observations of the regional QĀ'IDAH-SCP Site have yielded similar conclusions; in the last year, they have significantly increased their monitoring of Queda. This is unorthodox for their kind; the aforementioned site has historically behaved with extreme passivity, only extending in matters of extreme visibility and high severity. Although this enemy has not yet shown signs of action, we discern they intend to exploit the impending chaos to seize holy artifacts for their own purposes.

5. Bearing all this in mind, it is the will of most leaders here that ORIA should dedicate resources to eradicating this issue at the root, before it spreads out into the wider region, perpetuating the falsehoods and blasphemy sinking into the region. This should not be a great investment for ORIA; we estimate the budget required to be equivalent to two minor projects.
WITH REGARDS TO DISAPPEARANCES AND EMERGING PROBLEMS:
6. As previously communicated, the Unrestricted Jurist-Scholar Imam Zakari Ibn Ali went missing five months ago, while this region was preoccupied with Project 270. As enclosed in this memorandum, we have clear circumstantial evidence of irtidād, and of the worst kind. We have not yet issued a fatwa calling for his death, so as to not show our hand too early; but soon enough ORIA will have little control over local leaders, who are determined to act.
7. Yet more disconcerting, evidence indicates the false religions of the oppressors have seeped into the structures of ORIA itself. Our operatives in Queda are either in hiding, have been killed, or have betrayed the faith. The djinn of House Parameswara have been so far unable to pierce into the specific region of Kulim Hi-Tech Park, reporting on a "shadowy mind" at work. External help is desperately needed.
WITH REGARDS TO ACTIONS MOVING FORWARD:
8. We call upon your office to offer support. ORIA's grip on this region is wavering, and the Sunni ulamas and muftis have little faith in the organisation coming to their aid. Without urgent intervention, Queda will be plunged into a war which we cannot win, an outcome that is unfavourable to both the faithful in Malaysia and the operating goals of ORIA. We understand certain factions within the organisation are of the opinion that ORIA has no responsibility towards those of us who observe the sunna; however, even they should see the need to set aside such differences in the face of a common enemy so large.
