The territory of the Silesia region, roughly matching up with KTE-2039-Carcinoma-Oder-Templum's area of activity.
Description: Threat is a currently ongoing hostile military takeover of the Polish region of Silesia. Encompassing the Upper Silesian, Opole, and Silesian Voivodeships. by Chaos Insurgency forces. The coup was organized by a network of international and domestic Insurgency cells — not all of which were known by the Coalition prior to the emergent situation — and has resulted in the declaration of the self-proclaimed "Silesia Free State," an Insurgency-led military junta.
It is currently unclear how the Chaos Insurgency was able to gather the resources and assets necessary to carry out KTE-2039-Carcinoma-Oder-Templum, especially due to the internal infighting and splits caused by the presumed assassination of the central leader of the movement, the Engineer, in 2005. KTE-2039-Carcinoma-Oder-Templum is considered a special case of previously unheard-of Insurgency effectivity and cooperation, and could only be carried out due to the unique circumstances surrounding Silesia — the recent region-wide permeation of thaumaturgic abilities (see below) — as well as the suspected aid of an unknown, third-party monetary benefactor.
As of writing, KTE-2039-Carcinoma-Oder-Templum is considered the single most proactive and furthest-reaching plan the Insurgency has ever undertaken since its formation in 1948.

Rules of Engagement: Coalition forces currently stationed in Silesia are to retreat to designated Coalition Safe Areas located in New Częstochowa, Opole, and Bielsko-Biała. They are to prepare the necessary infrastructure for further operations under the Third Mission (Protection). Unless explicit High Command orders calling for contact are issued, Coalition forces are to engage with KTE-2039-Carcinoma-Oder-Templum-related phenomena only in cases of necessary self-defense and are otherwise to remain on standby under Priority 0 Alert State.
Further operations under the newly-formed United Nations Global Occult Coalition Mission in Silesia (UNGOCMS) have been approved by the Council of 108 and are currently awaiting deployment and realization.

Statement from the International Court For the Paranormal Delegate
To clarify — this Court is not against the idea of Silesian separationism. Should its people present an appropriate claim before us, we — and the international community gathered under the United Nations at large — would be ready to open a dialogue between the Silesians and the Polish government. After all, such develoments are not uncommon today, as the situations in Catalonia or Scotland have already shown us. The only way we can march forward is one step at a time under the flag of peace, and if the cost of that peace for many thousands of Silesians is the independence of their homeland, so be it.
What this Court is against, however, is PTE-2039-Carcinoma-Oder-Templum.
PTE-2039-Carcinoma-Oder-Templum isn't a genuine freedom movement. The insurrection it stands for has not only been a mockery of Silesia's political movements, but also a spit in the face of its people and the international community. The Insurgency behind PTE-2039-Carcinoma-Oder-Templum is as far from wishing freedom upon those it claims to be its subjects as is physically possible.
In the eyes of this Court, PTE-2039-Carcinoma-Oder-Templum is not a desperate call for freedom by the voices of the oppressed, as those inciting it would claim. It is a malicious, perversive insurrection against the very ideas of peace, liberty, and equity that this world has been built upon — it is a threat against global stability and a disease that needs to be rooted out by force before it kills its host.
This Court calls for immediate intervention in the territory of Silesia. We see only one solution to the international threat that PTE-2039-Carcinoma-Oder-Templum poses for global peace, the Coalition, and the Silesian people: total and immediate intervention, with all diplomatic and military forces the Coalition can muster. The only other alternative is international chaos.

As Silesia United members continue engaging the Insurgents, their confontation once again resumes, bringing with it an Insurgent victory and forcing Silesia United to retreat. |

Several other previously hidden Insurgency cells reveal themselves in Wrocław, Wałbrzych, Legnica, and Jelenia Góra. They quickly overtake local authorities and declare broadcast messages similar those of the Katowice Insurgents, voicing their support for the creation of an Insurgency-ran Silesia state. Statement from the PSYCHE Division Delegate
The truth all of us diplomats inevitably have to face is that, for all our good intentions, the pen and paper are not always a feasable modus operandi — especially during cases as radical as this one. The Insurgency is not a real group to be reasoned with; its mind cannot be changed, for it barely at all has a mind besides its reactionary dogma. It's a stagnant, anti-democratic, terrorist parasite. Yet, still, as protocol demands, messages were sent through appropriate channels, inviting Insurgency representatives to hold a dialogue on neutral ground. For a week, no response was received — not to our messages, not to those sent by the Witch Slayers, not to those sent by Vanguard.
And there's only one answer to that particular issue that protocol dictates.
I have always taken personal pride in this Division's ability to deal with all kinds of thought-to-be-impossible situations in a way that wasn't just senseless violence. But our history is shaped not only by our successes — between the Prometheus train fiasco, the political turbulence surrounding the McCarthy-Truman UFO Scandal of 1951, and the unfortunate events at Hy-Brasil, we've faced our share of difficult chapters.
It seems today will be yet another day we won't be able to avoid difficulties, no matter our efforts, and have to face them wholeheartedly.
It is this Division's unanimous opinion that the only way to proceed forward in regards to KTE-2039-Carcinoma-Oder-Templum — both for the good of the Silesian people and the Fivefold Mision — is to immediately engage with those that caused it with precise and total force.

In spite of a Coalition air blockade above Silesia, 50 military helicopters adorned by birdlike decorations and of unknown origin breach the perimeter, defeating nearby Coalition units and safely landing in Insurgency-controlled cities around the region. Over the next few hours, several other shipments of similar vehicles proceed to breach the no-fly zone, entirely evading and/or defeating Coalition forces sent to counteract them. Further research into the vehicles' origin is currently ongoing. |

In light of both PSYCHE's approval for further operations as well as the Insurgency's own mobilization and reinforcements, a summit of all the Coalition's military and logistics staff led by Illuminated Master Wilhelm of the Bavarian Illuminati is held. Following hours of internal discussion and voting, an official intervention plan for engaging with KTE-2039-Carcinoma-Oder-Templum-affected areas under the United Nations Global Occult Coalition Mission in Silesia (UNGOCMS) is prepared and forwarded to the Council of 108. |

Overview: The Insurgency has shown how it wants to approach this conflict in an abundantly clear manner. Thus, we shall engage them as appropriate, and we shall succeed.
Our forces are fully prepared to deploy along the borders of Silesia and within the designated Safe Areas. They consist of 250 Strike Teams, accompanied by 150 Assessment Teams armed with the latest of PTOLEMY's advancements in paratechnology and weaponry. The whole of UNGOCMS will be composed of nearly 40,000 highly trained personnel and a fleet of 12,000 autonomous vehicles, ready to carry out and complete the Fivefold Mission.
The intervention will commence with a thaumic bombing of the Upper Silesian metropolitan area surrounding Katowice, in order to eliminate the Insurgent hideouts and key parts of their defensive infrastructure. This calculated maneuver will grant our forces a significant advantage on the ground, decimating the unprepared Insurgents in the process. Simultaneously, our squadrons will commence forward into Wrocław, Wałbrzych, Legnica, and Jelenia Góra, swiftly dismantling the Insurgency's "Free State" and efficiently neutralizing any threats encountered along the way.
Should even those prove inefficient — which I have not even a single reason to believe — I have no doubt to believe, our veteran battlemage squadrons alongside U-HECs will more than rise up to that challenge, as will our Casaba-Howitzers thaumonuclear assets if worst is to come.
As we shatter the Insurgency's network liberating every city under its control, we will bring our combined forces upon Katowice. The bombing endured by the capital city in the first few days will render it incapable of defencing itself, thus allowing us swift entry into the Insurgent headquarters, where we shall put an end to this emergency.
If the Insurgency wants to light a fire, let's show it just how brightly it can burn.

On 01/05/2039, an Emergency Special Session of the Council of 108 General Assembly was summoned to address the KTE-2039-Carcinoma-Oder-Templum engagement plan. The discussion was centered around the UNGOCMS proposal. Below attached is an excerpt from the discussion and the subsequent voting concerning the aforementioned proposal.

The chairs belonging to Council of 108 members are all occupied, and their representatives are engaging in passionate discussions with each other. At the bottom — and center — of the whole gathering stands a tall blonde woman, wearing a blue coat and wide hat. She holds a long wooden staff, rotating it in her hands.
Noticing all the seats are now occupied, Undersecretary General D.C. al Fine clears her throat and bangs the staff against the concrete floor three times. She turns to the audience gathered above her, her azure eyes observing each of the figures present.
D.C. al Fine: Honorable chairmen!
All conversations immediately fall silent. All eyes fall on the Undersecretary General.
D.C. al Fine: We have gathered here today to vote on a final solution to the threat posed by KTE-2039, as proposed by Master Wilhelm of the Bavarian Illuminati. We shall also discuss details pertaining to it, may such need arise. Honorable master, if you may?
Al Fine turns towards Wilhelm, who stands up. A single light turns on above him , and the room's attention shifts to him. He clears his throat, a confident smile upon his face, and puts his hands together.
Master Wilhelm: Of course, General.
Wilhelm quickly taps the screen before him a few times. Moments later, notification pings sound from the device of every Council member present.
Master Wilhelm: Now, as I have already mentioned during the pre-amble, our operation will be swift. You can find a full plan attached in the message I just sent you, so I won't bore you with the details, because every second is crucial to avoiding unnecessary casual—
Another light suddenly turns on, revealing a tall Fae woman. Olivié Gwyneth, the Head Archivist of the Sidhe Lounge, frowns as she hits her fist against the arm of her seat. She looks at Wilhelm, and furrows her brows.
Head Archivist Gwyneth: Which is exactly why you're going to raze five cities to the ground.
Wilhelm's face darkens.
Master Wilhelm: You do not—
Head Archivist Gwyneth: Was Hy-Brasil not enough?
Wilhelm's eyelid twitches. He tightens his fists.
Master Wilhelm: Maddam, you will not insult me before the Council like this. I will treat—
A third light focuses on Xenia Dufort, Archdirector of ICSUT London. Her purple eyes also cross Wilhelm's, a similar expression upon her facea.
Archdirector Dufort: You know what she means. Answer her honestly.
Wilhelm grunts in dissatisfaction, but slowly turns to face Gwyneth.
Master Wilhelm: There is no other way, truly. If you have any proposals you may tell us about, I would love to hear them, but as the situation stands, there is only one solution to the Insurgent threat. Unless you want the situation to fall even further from our hands, we must be willing to make sacrifices for the common good. With this type of operation, collateral damage is unavoidable. It is the cost of peace.
Gwyneth crosses her arms, and quietly scoffs.
Head Archivist Gwyneth: What you propose isn't a solution — it's a declaration of scorched earth. Humanitarian aid, setting up a support network for locals — that's a goddamn solution. The beginnings of one, anyway. One that isn't a rushed plan for a thinly-justified genocide.
Archdirector Dufort: Blowing up a whole region to kill the Insurgency is like chopping off a leg because you bruised your knee.
Head Archivist Gwyneth: Inefficient at best. Ridiculous and unnecessarily cruel at worst.
Wilhelm rolls his eyes.
Master Wilhelm: Madams, please, don't overreact. I assure you, the only civilian casualties that will arise from this operation will be those caused by the Insurgency itself. Our carpet bombings are targetted specifically on terorist bases, and—
Archdirector Dufort: —and what about the city around them? Will you just say that the children that'll suffocate under the rubble are the Insurgency's fault?
Dufort pauses, and sighs.
Archdirector Dufort: I am not saying that we shouldn't intervene. We're dealing with a fascist rogue state, but… no. Not like this.
Wilhelm tenses his jaw.
Master Wilhelm: <slowly and quietly:> As the head of UNGOCMS, I will personally ensure that nothing of such nature occurs, Miss Dufort.
Gwyneth scoffs and throws her hands into the air.
Head Archivist Gwyneth: Oh, great. Wonderful. That just fills me with hope.
Wilhelm clears his throat again, this time much more aggressively.
Master Wilhelm: If you have any actual concerns other than insults, propose them here. Or sit down and wait for the vote like a civilized human being.
Gwyneth narrows her eyes at the final word. She scoffs once more, but complies and sits down nonetheless. She crosses her legs, and looks directly at al Fine. The Undersecretary General does not react in any way; instead, she just nods at Wilhelm once, officially beginning the vote.
As he sits down, the Master of the Bavarian Illuminati's smile does not waver.

Conclusion: Despite minor opposition against the motion, with an overwhelming majority of the Council of 108 being in support, High Command officially approved the initialization of the UNGOCMS proposal and immediately began its implementation.
As of writing, Coalition forces are advancing into the Silesia territory.

PHYSICS Records
On 02/05/2039, PHYSICS Division forces led by Master Wilhelm began advancing into Insurgency-controlled territories. Immediately upon entering Katowice, Master Wilhelm's unit was ambushed and engaged by a set of previously-unseen vehicles, equipped with Akiva-powered weaponry and advanced paratechnology. The only member of the team who has survived was Wilhelm himself. He was immediately transported to a World Parahealth Organization installation and is currently in critical condition. The military vehicles themselves were later identified as belonging to the anomalous private military company, the Valravn Corporation.
Despite this pushback, other Coalition forces were able to continue advancing into other Silesian cities, additionally continuing its attempt to breach Katowice. In the light of new developments, the original plan for the operation may require significant changes; further updates are currently pending.
