Jakartan Methodology is an anthology (of sorts) created by the "Indonesians, or The Rightful Claimants to Tung Tung Tung Sahur" team for the Groups of Interest Contest 2026. Jakartan Methodology articles involve the activities and actions undertaken by Institute for Anomalous Affairs (Lembaga Urusan Anomali, commonly abbreviated as LEMRUSAN). Institute for Anomalous Affairs is an Indonesian non-ministerial government body tasked with all governmental affairs related to the anomalous. Institute for Anomalous Affairs has been active since its re-founding in 1968. Institute for Anomalous Affairs functions are to:

1). Plan, execute, and manage governmental policies in the supervision, containment, and utilization of anomalies, alongside external anomalous affairs.
2). Carry out governmental policies on the anomalous, including coordination, supervision, utilization, and conduct of the government.
3). Enact Veil Protocol to separate the common normalcy from the anomalous.
4). Manage governmental affairs with the anomalous world, domestic and international.

2. Background
Institute for Anomalous Affairs is originally a Groups of Interest for the SCP-ID, the Indonesian language branch of the SCP Wiki. The GoI was created by themescreant. The first article to involve the Institute is SCP-099-ID.

Institute for Anomalous Affairs is the continuation of two former organizations: Panitya Pengurusan Anomalie (Papelie) and Djawatan Urusan Anomali (JUA). Papelie was founded in 1950 as an official communication channel between the Indonesian government and SCP Foundation. In 1962, a conflict broke out between UNGOC and SCP Foundation in Papua. The conflict showed Papelie's ineffectiveness in handling the situation.

As a result, Sukarno replaced Papelie with JUA. JUA was intended as the Indonesian government's effort to handle anomalies without Foundation's involvement. Not long after, JUA was suspended amidst the upheaval in 1965. Subsequently, Acting President Suharto reinstated JUA and reorganized it into the Institute for Anomalous Affairs in 1968.

3. Legal Basis
a. Institute for Anomalous Affairs, and by extension, Jakartan Methodology is intended to be written in a way to emulate the bureaucracy of the Indonesian governmental bodies;
b. Hence, Institute for Anomalous Affairs articles aim to look and feel as similar as actual documents, regulations, and laws related to the Indonesian government; and
c. The dryness of Institute for Anomalous Affairs articles is intentional.
