I considered this a while back. Haven't thought of a good way to breach the subject.
Just pointing out that, seeing that (a) 808 has been predicted to "upgrade" 217 as part of an apocalyptic event, and (b) 217 has been cross-bred with 229, exposing 808 to 229 is probably not such a good idea either.
I can't imagine 229 would be very smart, probably just a psychotic mix of information and electrical noise from all the data flowing through it…maybe some kind of animal instinct to grow and reproduce or something.
It would be interesting, however, to see if it has a critical mass, where it starts to actually collect and use electricity and information, developing some kind of neural network…
Wait a minute, isn't the information in your brain transmitted through electrical impulses. if so, wouldn't SCP-229 be attracted to, and able to infest and feed off of, a human?
Would this not be keter? I could see this destroying a city easily… all it would take is a single, temporary carrier. Especially if the Foundation expects more to exist
Anything from series 1 pretty much came around before well-defined safe/euclid/keter definitions. It used to mean how well understood or dangerous things were as opposed to how easy it was to contain.
Also, Keter means that containment is always active and may have a decent chance of failure, even if the procedures are followed.
If anything, this would be Safe. Lock it in a box with a physical perimeter of 30 meters, and it can't escape.
Remember- object class does not mean dangerous- there are plenty of Safe class SCPs out there that can screw human society over.

Nice SCP, but one small nitpick:
Any electrical current entering within thirty meters, no matter how small
So even a single electron moving 29 metres away will affect SCP-229? I think adding a upper limit on the threshold would be more realistic. (Physics pedant in me: if this thing cares about currents then it really cares about magnetic fields and presumably would align itself with the Earth's magnetic field in the absence of local currents.)
Also, what happens when there's a lightning strike? I love the idea of SCP-229 quickly trying to "reach" where the bolt was and having a mass of cables ending in a field.
These two quibbles aside, have my +1.
