If I had to guess, the reference is to said Norse mythological figure. At Ragnarok, Surtr (also rendered Surt, Surtur) would incinerate the world. That fits the reference to "cleansing fire".
I honestly just read that as "You hide behind guns and broccoli…"
You know, I've always wondered if the Serpent's Hand is just the SCP-rights version of the ALF, except with a fondness for pretentious mystical bullshit.

I like the editing you made to the article. It makes it seem much more like a summery of the incident for the archives. However, I think the P.S. should be kept. True, it helps make it seem more serious and official, but keeping it makes the note seem less like propaganda or fanatic babble, and more like poetic, even religious, advice. It is because in conjunction with SCP-507, L.S. appears much more like a major player with knowledge the Foundation doesn't have than just a skilled agent. It plays up the mystery of the incident.

Just as the Foundation is not the almighty repository for all things paranormal-related, its enemies are not the four horsemen of the apocalypse, and they do have a point: most humanoid SCPs are well, HUMANS with FEELINGS and all that jazz, so, you know, keeping them in a cell just because they can travel through pictures or some shit like that is really cruel, but that's what the Big F does: Secure, Contain and Protect
