No vote for now, but I do like it.
Suggestion:
(1) the existence of other items shows that the Foundation could be spied on.
(2) The OOB experience can't operate things, turn pages, etc.
(3) therefore, an addendum referencing a change in Foundation eqtiquite that all documents must be kept in closed folders/filing cabnets when not being written or read (ie, no leaving a report open on your desk, even while you're in the room) would be an appropriate and awesome addition.

SCP-438 has obvious applications in the field of espionage and scientific exploration, but carries considerable risk, both to the subject and to sensitive data on the part of the agency employing the item. It is fortunate that the subject must trust his or her comrades in order to use the item safely; if there is reason to suspect the subject's loyalty, the item may simply be left on until the subject has expired.
I don't agree with his paragraph existing in the article. I don't like the concept of using SCPs much, so take this how you well.
Overall… could be taken farther, as it is, somewhat boring.
