There are several awkward lines in the technical parts of this, that could use some reworking. For example, "…instances only appearing in areas and at times where no video surveillance and/or human viewing is currently present at said location of appearance" could certainly be trimmed down. Describing the questions as "random and bizarre" seems too casual in tone to me, especially since not all the questions in the included phone transcript were necessarily bizarre, only seemingly unrelated to the selection of a dog. On the other hand, I tend to be hyper aware of words that reached excessive popularity and misuse in internet culture, so "random" might be setting me off more than it would another reader. Lines such as "sporadically hostile to anyone/anything within their surroundings" seem too vague. Do individual instances show behavior that cycles between periods of hostility and non-agression, or are some instances hostile, while others are not? Same with "high to low distortion of organ, muscle, and bone structure." May I suggest "some degree of distortion" in place of "high to low?"
I'd love to see this play off of the inevitable dado comparisons in some way. Whether or not your idea came first, dado has enough of an established presence that folks are gonna have some kind of opinion about that. Why not try an in-universe relationship between these entities, whether that is cooperative, competitive, hostile, or what have you?
