Really cool concept, I think this has potential. The newspaper looked good and contributed to the article. Especially liked the reference at the end.

Given this isn't cognitohazardous or classified, I don't think it should be in a collapsible. You should just have the yellow RAISA box above a quote box. Even if you want to keep the collapsible, you should move it out of the yellow box, it doesn't belong there. Additionally, the journal is centered when it shouldn't be.

I don't think a guy writing in his personal journal would write out the full title of the current emperor. I would replace it with "Emperor" and add a footnote telling the reader who the emperor was at the time, or just "Emperor Caligula". I originally assumed you had confused Caligula for the original Caesar.
Also after the article has survived for 24 hours you should add Omicron-3 to the full list of referenced task forces.
Thanks for your feedback, i've fixed up the formatting issues. I've decided to keep a few of the stylistic elements you mentioned intact, though I changed the way the image zooms so it should be significantly less distracting now.

I enjoy articles about weird little anomalies, and history bonuses are always a big plus for me.
The only thing that I think it is missing is a few [DATA EXPUNGED], [REDACTED] or ██████.
That would add some mystery to the article.
But, due to the other details, it is an upvote for me.
I clicked only for the name too but was underwhelmed. It's a funny enough idea though that I won't downvote. The image of an officer pointing a gun at a tornado and screaming at it to get on the ground could make a fine -J.
