God I love this format so much.

This is just excellent. It manages to maintain an official and clinical tone while still feeling wildly different from the Foundation's documents. Using the footnotes for the narrative additions usually reserved for addenda in SCP articles was a stroke of genius. The use of all caps felt unnecessary and somewhat distracting, but I don't think it detracted much from my reading experience.

Yeah, never doing the "all caps" thing again. It made a lot of sense when I was doing it and it was hard to change afterward, when I realized it was a bit difficult to read, so I wrote it off as a particular quirk of Bijhan's particular memorandum writing style and don't plan to return to it.

Technically there's nothing wrong with the piece, but I can't help feeling like this wasn't much more than a lore expansion of SCP-1173. No vote.
