seeing statues covered in bird shit is a common thing, so the idea of a statue shooting the birds before they can defecate on it is pretty funny. i think this would actually be better if that was its only schtick, and there was nothing else besides the description, but its good both ways.

Why was it freed from containment? Where is it kept now, and how many people are involved in observations? It's a good SCP and the idea of a SCP getting out of normal containment into a simpler set-up is nice, but it would be nicer to know how the Foundation is sure it won't be seen, especially since several SCPs turned out to be way more dangerous than they initially seem. Why are they risking this thing being found out, or worse, escaping them?
Perhaps the residents have just decided to not really talk about it to outsiders, and the object itself is clearly intelligent enough to stand still when it doesn't want someone to see it move. They are monitoring it regularly, and an actual containment facility would disrupt normality more than the almost-as-good watching. Presumably, they also sweep the area for surveillance.

The residents do not seem to know about it, as the cleaning of the statue is performed in the dark. One guy reporting weird behavior isn't the same thing as this being the whole town's secret. If they do know about it, why? That goes against the way the Foundation acts, especially since all it would take is one person alerting the media. Continuing, the object is now apparently in the custody of someone it loves. Even though it's being monitored, this seems somewhat dangerous as the custodian might someday return the affection and perhaps smuggle it off somewhere.
Also, there is no containment facility, all they ever did was clean the place. Which makes me ask, WHY was there never a containment facility? Usually anomalous items of this nature are smuggled away under cover of darkness and replaced with the kind that don't do weird things. As this statue is capable of removing itself from its pedestal, it's clearly movable. So what's the deal here? Why is this SCP allowed to run free when all it takes is one little thing going wrong for the Foundation to have to clean up the mess and bust out the amnesiacs.

This statue is a qualified genius (higher than 130), and he's never done anything other than stand around and take potshots at pigeons.
