I like it, but it needs work, ranging from some minor spelling errors to tone of the article and (as much as I hate even saying it) use of the Imperial system of measurement and such.

You guys are right, it should be in -J. However, I wanted this to be taken somewhat seriously, and seeing this SCP with -J next to its name would simply revoke that. Also, I have no idea how I would move it to -J because I’m still a little new.
Head to the Joke list, and see if there's another number or designation you'd prefer over 4126. You might want a rounder number, such as 4050-J, or something non-standard, like SCP-BOO-J. Just make sure whatever you want isn't already in use.
You can then either:
Simply change the url of this page, (bottom of the page under Options, look for "Rename"). You'd want to either append -J to the url, or chenge the designation entirely. Following this, edit the Joke page to include your entry following the format of the rest of the list.
Alternatively, delete this page, and repost under the new url. I am not on rewrite staff, but I feel that it is enough of a contextual change to merit a repost without actually rewriting the content. If you choose the deletion route, I would first follow up with a member of our rewrite team just to make sure it is a sufficient change to merit a repost. Modern_Erasmus is pretty active and should be able to assist with that query.
I’d like it to stay as it is. The scip has a fun tone to it and generally is quite a good read. However choice is yours on what it ends up as.

By the time of publishing it, the only SCPs in the Joke category I knew of were 420-J and 049-J. Also, I used a picture that was zoomed out a little more. All I did was look up “bedsheet ghost” for a good pic, and that was the best one I could find. I understand your concerns, though.

The tone is way off in multiple cases. Remember, despite how cute or friendly this thing might be, the people studying it are scientists. Also, the Foundation isn't about to let any SCP (no matter how harmless) wander about the site if there's any possible way to prevent it. Remember, we live in a post-SCP-1048 world. The fact that the skip is cute and uncontainable isn't inherently problematic, but try to make the Foundation seem more concerned about the whole thing. I really do like the idea, so I won't downvote, but a lot of people wouldn't give you that courtesy, I think.
EDIT: Okay, I either missed the thing about the mattresses or it wasn't there before. I think simply lining its containment chamber with mattresses would do the trick, to make sure it doesn't leave when it's not supposed to. Also, maybe add something to the containment procedures (or an addendum or something) about adjustments to other objects' containment procedures that happen at the end of October so that the perpetual Halloween party doesn't allow anything else to breach in the confusion.
Also, change "no longer affected by any laws of physics" because that's way too general.

Think of it as an incorporeal SCP-999; it’s too harmless to be able to cause any form of harm to anything, be it an SCP or a human. Anyway, back to the Foundation, I consider trusting an SCP with permission to roam around a facility as a test on its own to see if it behaves. As long as they are watched out for, they can still be stopped if they become dangerous.
You make a good point, but lots of people aren't happy with 343 being able to roam around at will either. Presumably he (consciously or unconsciously) reality-bends the Foundation's minds so that they don't make a big deal out of it. Unlike 343, however, this little guy doesn't appear to pose any real threat, unless he spooked somebody while they were dealing with another, more dangerous SCP at the time or unintentionally caused a containment breach during the Monster Mash. I think lining the containment room with mattresses would cover it, and you've already mentioned that possiblity in the addendum, so I'll count it. Clean up the tone a little, and you'll have my vote.

They did the same with Builder Bear, since it was an animated teddy bear that seemed friendly and nice.
7 months later, it made a "new friend" out of human ears, and evaded capture. It then made another "new friend" one from someone's unborm child, while she was still carrying it. Then it made a 3rd one from metal scraps that evaded capture while maiming and killing Site Personnel.
There's good reason to keep even friendly SCPs locked up.
It's hard to imagine what went through in devising containment for a sentient bedsheet or murderous teddy bears. Let's instead think about closer to earth situation regarding "as long as they're watched out for"
I've worn glasses since fifth grade, and now I'm in last year of college. I wore glasses while using laptops and sometimes I fell asleep while doing so — I'm using laptop on my bed, not healthy at all, but that's irrelevant. I used to assume it's fine as long as I place it over the laptop keyboard and I've went through a couple of years proving that it's true — until one night I woke up with the glasses under my body, its frame bent and a lens was knocked out of it.
I survived that one incident, but how many incident would it take to convince me that it's unsafe to keep the glasses that close to me while I'm asleep? Do I really need to find a pool of blood with glass shards embedded on my spine before I change my habit? Experience is the best teacher, but the best of students should be able to learn from any teacher, not only the best one. Do we really want to wait until this thing become dangerous before we restrict it? Have we not learnt enough from the anomalies that did became dangerous? Are we so arrogant in our own ability that we think we could handle everything and anything it might throw at us?
I really like the concept. I dig it more than 999 or the Eyepods, actually.
I don't see this as a -J, I think it can work. However, I feel that the article is taken down by the lack of the clinical tone articles generally have. Keeping the clinical professionalism of the format over the whole article and fixing a few grammar mistakes should make this article shine.
I suggest stricter containment procedures as it can phase through any physical matter. Since candy was used to bring it back into the facility, candy or similar treats can be used to train or deter it from entering certain areas or happily sliding through any wall its eyeholes can see.
This is a personal gripe, which I feel that some readers share with me, but I want to bring this to your attention. I highly advise not to use SCP: Containment Breach concepts such as the Light Containment Zone, for a number of reasons:

I thought plenty of sites had different zones like Light, Heavy, and Entrance. My bad if i'm wrong. But I completely agree with you. Grammar is not my best attribute due to my dislike of reading. i was also trying to make it seem lighthearted so the SCP Foundation isn't completely grim and serious buisness, while keeping it away from the absurdity of a Joke SCP. I fix it piece by piece every day, so stand by; you'll see some real changes very soon. ;D
