Contravoted. This is an excellent SCP and its indestructibility is essential to its current containment procedures, which would otherwise be "SCP-114 is to be kept in a wooden box, buried at least six (6) feet underground…"

Since this SCP is a sentient humanoid, I think the article could be improved by some interviews or any kind of communication with it. Any thoughts? How do you think she feels about her powers?

Didn't read the original, but I like how it reads now. The concept is pretty straightforward, but the idea that this woman has only ever seen other humans behaving irrationally violently toward each other is pretty unnerving. The eyewitness report adds to that, and I always find it interesting when the local population establishes their own "containment procedures" before the Foundation even gets involved.
Some questions I'm left with-
-Wouldn't placing her containment cell in a suitably deep pit and using a standard dumbwaiter system for food/message delivery be a more effective use of space and resources than building a gymnasium-sized chamber around the cell and setting up a fancy conveyer belt system?
-What happens if only one person is inside her "area of effect"? Do they get into a violent argument with themselves? Do they attack the next person they see after leaving the area?
Two things that bother me:
1: If the girl is 8-9 in 1991, and roughly 40 now, either the SCP universe is set in 2020, or somebody screwed up on the math.
2: As there is no indication that the area of effect of this SCP extending beyond 15 meters, couldn't it be possible to get an interview/psych exam with her by use of a telephone, or even just shouting?
Why do people always assume that the SCP series is set in the present day?
Honestly, I find writing articles as if they were written in, say, 2020, pretty retarded.

i'm having a hard time believing a soviet soldier would describe afghanistan as "the middle east." a: it's not, it's central asia, and b: surely there's a (translated) russian term that would make more sense for him to use - the middle east is a british invention.
Why is it necessary for this woman to have a 10 m (~33 ft) tall room? Does her "conflict aura" extend through walls? If so shouldn't her containment cell be at least 20 m thick on all sides to prevent people in the halls from becoming agitated? Just saying
