This is an interesting object, but it sort of just doesn't go anywhere. I was all set to see something really cool from a flesh noose, but then it just gets cranky if it doesn't kill anybody, and it's indestructible for some reason. Also people kill themselves when they hear it. I am disappointed, and hope you come back to this with a more interesting effect, because this object just has so much potential.

I'm a little curious as to why the Foundation is feeding this thing D-class personnel honestly. Sure it gets loud, but considering the area of effect, sticking it in an isolated site/area would work reasonably well.
I can _sort_ of see the implications you're trying to get at via the last paragraph - but I think it's a little too obscured/subtle. The narrative around what exactly the victims are saying is a also a little muddled.
Vocalizations are exclusively of a religious nature and include wails of shock and despair over the apparent deaths of a variety of divine figures, curses against and insults towards an unidentified and unnamed deific figure, and pleas of mercy towards the same figure. Epithets used to describe the unknown deific figure indicate a tendency towards jealousy and violent retribution
Are the vocalizations from the point of view of the victim (IE are they still themselves?). Are the from the point of view of people who died before? Or are they from the point of view of the dying gods themselves? It's just not clear to me from what's written here.
The effect could use a little more work too - it's well written, but it's more or less 'crazy to death' when you get right down to it.

I think they mean the view point of the gods being hanged. Which is more than likely with how the world is today, with people being filled with greed, pride, envy, and brutality toward each other and toward the beliefs of others.
I more or less agree with Roget above, but you managed to skeeve me out so bad by a tongue noose that I couldn't not upvote. I would love to see a deeper narrative or maybe something better than scary screams + feed it D-class though.
So it's a god - jealous of other gods and demanding sacrifices.
- What happens if you try to feed it animals? Or give it already dead people?
- What happens if you just let it go hungry? If it's biological and needs to eat flesh to survive, why hasn't the foundation tried starving it to death?
- Does praying to it have any effect?
- You say interviews are allowed with D-Class personnel while hanging. Could you transcribe some of them? Do they feel blessed? Happy? Do they glimpse heaven or hell?
- Can it assimilate an atheist?
There's a lot of tests the foundation could run, and a lot of possible backstory.
I can't say for any of the other points, but I don't think the Foundation would ever try to starve it to death or destroy it unless it posed some massive threat that they could not hope to reliably contain forever (e.g. SCP-682).

While there are Catholic groups in Russia (both rural and metropolitan), to the best of my knowledge they aren't considered (and don't consider themselves to be) tribes ^_~

I'm not sure where you got "Catholic tribes" from… the extermination was of tribal peoples that weren't Catholic. I.e. "pagans"

However, my first point, the one regarding, and here I copypaste:

I might be misunderstanding something, but as far as I know Catholicism and Russian Orthodoxy are mutually exclusive beliefs.
If you want a Russian-ish religious figure that would maintain strong ties with Catholicism while self-identifying as Orthodox, I would suggest an Orthodox ecumenist, what a "hardore" orthodox would call "mirolog-ecumenist" (do note that "mirolog" has become almost offensive).
Do note that mainstream Russian Orthodoxy considers ecumenism to be a form of heresy (though nowaday it rarely defrocks priests who demonstrate ecumenist leanings).
Would be a nice twist if the priest developed ecumenistic leanings based on the fact that the rope makes no distinctions between different religions.
BTW, would the rope affect people of more exotic beliefs?
Would it "get" Panentheists or shamanists of some sort (the latter still believe in higher spirits, which might be "close enough" to a god for the effect to "stick"…)
