fear of the rain, noting that it was raining more than usual in Kansas, as well as describing a large flood occurring, before the rest becomes illegible due to water damage.

Nitpick:

In the event any body of water in Helena exceeds this depth, the water is to be drained, and witnesses are to be administered Class A Amnestics.

I think you need a hard stop at 'drained', and rework and clarify the final bit (or just cut it off completely), because, as-is, it reads like they're instructed to amnestize people who witness them draining water. This doesn't make a lick of sense, considering that they have ordinances in place to justify the draining. I think what is intended was something like:

In the event any body of water in Helena exceeds this depth, the water is to be drained. Witnesses of SCP-4050-1 are to be administered Class A Amnestics.

Don't get this one, is it a reference to a recent hurricane? It's weird and quirky anyway and kept simple which is nice. I don't get a great feel of "weird" or "scary" though so a novote for now.
