It seems I am the master of well-written SCPs with somewhat bland ideas! Every one of my articles has had some comment like this. Oh well! Can't please 'em all, and I'm personally happy with this one.
Also you can tell more abot the anomaly its self like what is the size of the area fo space it effects, do you have to be in it to hear the voices or doses act as traveling sound waves.

It's states as a point in space (therefore without dimensions) - it just radiates sound at the volume it is at the other end

By saying that it is detectable on all kinds of audio equipment, I was implying that it produces non-anomalous sound.
But I will clarify these a little bit.
Dose it act as some kinda past recorder moving around recoding voices from other people in the other locations then move on to a new location eventually get more voices to record and continue to play past voices at random?
I'm a big fan of shpooky creepy SCPs that don't do anything. At some point, nonsensical DESTROY ALL things get tiresome—-there can only be so many 682s. It's part of why I love Doom-Master Thirteen Seventy Master Of All Doom
I'm glad you like it! It's supposed to be something which really annoys the Foundation - something they're embarrassed about - but something they have to pander to because if they don't, it teleports off to a place with lots of people and starts asking them about witchcraft…
Maybe you can add some other people who chat through it. Also dose it have in kind of temperature variations, not the sounds but the anomalies presence cause a exothermic or endothermic variation in its surrounding space or stay at a singular temperature or room temperature. What happens during the manifesting transportation event to a new area, is it eerily silent and then transmit the sounds into the new location or is its emergence a loud explosion or boom, maybe it could be a odd breeze that flows from nowhere or a strong powerful wind upon remanifestion to a new area.
It's nice that you're thinking about this deeply, but I don't think any of this extra information is really necessary. I don't think it would add much to the primary aim of this article, and would just lengthen it.
Feel free to imagine all of these things however you like them :)

Description definitely gets better as it goes, though the containment procedures are actually pretty good all by themselves. I like what's going on here, and how it seems to not be functioning in quite the way it's supposed to.
The ending was a letdown. I read Deer, and I expected trollish silliness, but instead Demdike just asks about herbs.
I think it'd be better if Deer sold it to Demdike as an entertainment device, expecting that the Foundation would rather do silly things than let a skip escape. And now the Foundation has to sing songs to it and tell jokes and read books and stuff, or else Deemdike will dial another station. And the Oracle protocol is fully described in an addendum, and it's full of silliness. And the Foundation hates it, but does it anyway. And Deer counted on it when it sold it to Deemdike. That'd be more trollish and Deer-like.
As it is, it's too tame. Neutral vote.
I considered making it sillier, but I couldn't find a way to make it silly without completely lolFoundation. 'Party hats must be carried in Site office at all times' in containment procedures seemed like a good idea until I tried to actually write it.
The idea I had with this was that Deer intended to be a real pain for the Foundation, but they managed to figure out reasonably well a way to contain it while minimising the embarrassment to themselves.
Well, I'm sorry you thought it was too tame. If it mires for too long, I might consider rewriting for extra silly, but I'm not sure.
Personally, I like it as it is… 'cause Deer trolled the Foundation AND Demdike at the same time~ they had to find out how to contain it, then keep on doing it. While Demdike thinks he's contacting demons to keep him healthy, while only pestering the Foundation.

I get what you're trying to say, but "Identical to non-anomalous sound" is basically saying it IS non-anomalous, while different people hearing different languages is at least slightly anomalous.
Just a note, "unaccented" speech is not possible. I've changed it so that each listener hears them speaking in both the language and dialect with which they are most comfortable, as I assume this is more or less what you meant, each listener would think it sounds "normal".
