I was thinking to myself "shit how the hell do you keep this secret from Clef?" and then I read the last part.
You know, I always thought you couldn't write the Foundation with powerful technology, but you found a way.
What does the image even shows about SCP-2000? What does SCP-2000 even looked like? I don't get what "Foundation Installation" means. Is it a building? Is it a structure? Is it a technological machine that is built immobile? Need the description to describe SCP-2000 more specific and clearly on its appearance.

So, an underground complex.
An installation is like a compound or a campus. Its a combination of numerous structures and facilites needed to do whatever the installation needs to do.
I don't know if this is correct or not, but shouldn't "cognitohazard" really be "memetic kill agent"?
A memetic kill agent is really a type of cognitohazard, since you need to perceive it for it to harm you.
It's just a cognitohazard, since it scans for consciousness and also mentions revival and amnestic administration.

I am not sure what action I should take in regards to this SCP. I feel it should not be SCP-2000, but rather that it should be expanded to include a few more aspects of the SCP Foundation and instead be made into an SCP-001 proposal. I am not sure if this is grounds for a certain vote, or if it is what type of vote. I will consider this SCP in more depth, and update this comment at a later time.*

I agree with this: I actually just remembered that this was for the 2000 spot, not an 001. This definitely has that sort of vibe to it, with its merciless technobabble and sense of all-importantness.

I agree. The essence of this SCP is way too relevant to the Foundation history and because it messes with time I think it was built by a extra-dimensional Foundation team to prevent the extinction of the humanity in this dimension (I feel it that way).
You should work a little bit more on this one and submit it as an SCP-001 proposal, actually.

The way I see it.
Thousands of years ago, foundation created it. Remember, the article states that the technology can be reproduced.
Everytime, an end of the world scenario occurs, the foundation simply "resets" things. Our memories are implanted / modified as required when we are produced. However, no process is 100 percent accurate and may be we lost some of the information and/or technological advances that the 1st iteration of the foundation had.
This is why we are not able to debug the database in its entirety and some technical aspects of this device seem like "lost technology".
