Stunning. This is excellent. I really like the grounding in real world details, like Star Wars and MKULTRA (at least, I'm betting that's what you did there ^_^) It manages to be very creepy, while not being at all horror movie faire. The creep factor is in how it reads as plausible, but has such a brilliant darkness. This may wind up among my favorite SCPs.
This is pretty much everything I would want to say.
Something about putting a telepathic, volatile fetus in charge of missile defense systems is just shudder-inducingly creepy to me.

Is the liquid that fills the satellite supposed to be LCL? I'm getting a real Evangelion vibe from this.
That aside, this was deliciously weird.
You know, now that you mention it, this is pretty goddamn reminiscent of NGE. Anborough, that is in no possible way a bad thing.
After reading the NGE wiki's page on LCL, I can understand your thoughts, but the red liquid here is a life-support system, designed to keep the "components" alive without allowing them to develop.
Also I noticed that LCL is commonly stated to smell like blood, looking at first supplement (UIU report) and how the researcher smells it to make sure it's not blood…wow there a lot of parallels here. I'm a little creeped out because they're not intentional whatsoever.
Oh it's worse than that. A woman being ripped from her child, and turned into a weapon? While her child watches? That's an Evangelion Unit. They're not robots. They're quasi-human things and the mechanical portions are restraints, so we might control them. But to make one, you need more than just a body. The body is just a vessel after all. You need a soul. Guess where that comes from.

Reread it. This is such an amazing SCP. It's a little reminiscent of F.E.A.R., which is not a bad thing at all. This is one of those SCPs where you just KNOW that some of the [REDACTED]s have to be something truly horrible.
I love the back story, the tone, and the underlying feeling of the Foundation just saying, "We don't know how the hell this thing works, but lets hope it keeps working."
