Feedback on this was kinda divided in chat, but hey, here goes. Many, many thanks to Dmatix, Drewbear, Burns, and MisterFlames for looking over the initial draft, Scantron and Mann for going over the next edited version, and Woggle, Teedles, Kens, and SRegan for helping me with the more in-depth edits. Also Silber and Roget for giving it the final look over. If I forgot someone, my apologies. D: I’ve hit a bit of an inspiration slump lately, so I do appreciate all the help.

Anyway, I first thought this up when I remembered something from my childhood: apparently one way to keep a secret is to whisper it into a seashell, then throw the shell into a body of water.

I tried to focus on the fact that the Foundation inherently holds an incredible amount of influence on the world through the SCP objects it contains, and fairly often in the attempt to learn more about the skips, they end up sacrificing their own people.

Also, I happened to find a draft on this page, before I created it. The title of the draft was "Nuclear Disaster". Seeing as no author is listed for drafts (which, as per the rules, should never be on the mainsite) that are saved to uncreated pages, I'm going to leave the text of the article here for the original author to pick up.

**Special Containment Procedures:**
No items or personnel are to enter or exit SCP-1744 or the external containment area without approval by Site Command. Anything entering SCP-1744 must be examined both before and after contact. Anything exiting SCP-1744 is to be contained and examined; contaminated objects or resistance by any Personnel during the process will be detained by guard personnel and escorted to Site Command. Any staff enteringSCP-1744 must be equipped with a long-range GPS tracking device. Staff personnel entering SCP-1744 are to don radioactive resistant HazMat gear. As well as a SIAR, (Standard Issue Automatic Rifle.) Staff is prohibited to go into SCP-1744 Alone. Failure to obey this command brings a higher percentage of MIA or KIA status. Site command isn’t responsible for any of the lost or killed personnel that fail to comply, they will be deemed insubordinate. Groups should be no less than three and shouldn’t exceed eight persons per group. Should staff become separated, [DATA EXPUNGED], thereof they are to immediately exit SCP-1744. Any personnel that has been contaminated by the Radioactive fallout due to bite scratch or breathed the air for more than 3 hours should report to site 354 for [DATA EXPUNGED]staff or equipment lost within SCP-1744 are to be declared “missing” 48 hours after loss of GPS contact. Staff or equipment located after disappearance of GPS contacts are to be recovered whenever possible. Should the GPS beacon [DATA EXPUNGED]. --Is 30 kilometers designated for evacuation and placed under military control.--
**UPDATE:** Exclusion Zone covers an area of approximately 2,600 kilometers due to outbreak during patrol 3.

**Background:** SCP-1744 is a result of what was a catastrophic nuclear accident that occurred on 26 April 1986 at the ████████ Nuclear Power Plant in Ukraine

**Description:** An explosion and fire released large quantities of radioactive particles into the atmosphere, reaching for miles. The disaster is widely considered to have been the worst nuclear power plant accident in history, and is one of only two classified as a level 7 event on the International Nuclear Event Scale. The disaster began during a systems test on Saturday, 26 April 1986 at reactor number four of the ██████ plant, which is near the city of██████ and in proximity to the administrative border with ██████and the ██████River. There was a sudden and unexpected power surge, and when an emergency shutdown was attempted, an exponentially larger spike in power output occurred, which led to a reactor vessel rupture and a series of steam explosions. These events exposed the graphite moderator of the reactor to air, causing it to ignite. The resulting fire sent a plume of highly radioactive fallout into the atmosphere and over an extensive geographical area, including████. Due to the radioactive fallout in SCP-1744 hundreds of the civilians that weren’t able to leave during the evacuation became sick, the radioactive compound made many of the survivors mutate and become deformed.

**City of ██████**
Named for the nearby ██████ River, ██████ was founded on 4 February 1970, the ninth nuclear city in the Soviet Union, for the ████████ Nuclear Power Plant. It was officially proclaimed a city in 1979, and had grown to a population of roughly 49,000. Access to ██████, unlike cities of military importance, was not restricted before the disaster as nuclear power stations were seen by the Soviet Union as safer than other types of power plants. Nuclear power stations were presented as being an achievement of Soviet engineering, where nuclear power was harnessed for peaceful projects.

**Nuclear fallout Disaster**
The disaster began during a systems test on Saturday, 26 April 1986 at reactor number four of the ███████plant, which is near the city of ██████ and in proximity to the administrative border with██████ and the █████ River. There was a sudden and unexpected power surge, and when an emergency shutdown was attempted, an exponentially larger spike in power output occurred, which led to a reactor vessel rupture and a series of steam explosions. These events exposed the graphite moderator of the reactor to air, causing it to ignite. The resulting fire sent a plume of highly radioactive fallout into the atmosphere and over an extensive geographical area, including ██████.

On 26 April 1986, at 01:23, reactor four suffered a catastrophic power increase, leading to explosions in its core. This dispersed large quantities of radioactive fuel and core materials into the atmosphere [23]:73 and ignited the combustible graphite moderator. The burning graphite moderator increased the emission of radioactive particles, carried by the smoke, as the reactor had not been encased by any kind of hard containment vessel. The accident occurred during an experiment scheduled to test a potential safety emergency core cooling feature, which took place during a normal shutdown procedure.

**Evacuation Failure**
On 26 April 1986 1:28 the city was under siege by the Soviet military. Evacuation starts for the next forty-eight hours, during the fiftieth hour the radioactive fallout became thick. The smoke and debris from the exploded plant littered the city in a large black plume of toxic air and poison. The mutation started, hundreds of the oncoming citizens began to mutate. The military was ordered to seal off any exits and to terminate any of the infected people. During the elimination process, most of the guards became sick due to the toxic air witch was able to penetrate the standard gas mask. A mass panic of armed guards and infected citizens erupted in to the late night.
At 12:48 the city was sealed off from the public and the Exclusion Zone was set.

Note: The city was undergoing evacuation for 3 day when the Soviet Union called off the evacuation due to radioactive fallout becoming fatal within 52 hours of the operation.

**Death Toll**
There is no set number of infected or dead citizens due.
250 MIA soldiers (estimate)
450 Infected soldiers deemed KIA. (Estimate)

> **Results:** All class-D personnel were deemed MIA after entering the apartment building 23. Class-D personnel were unable to fire off their weapons, were dragged into the building and were not seen again. Video record was damaged during dragging of class-D personnel down a flight of stairs. Video record lasted 34 minutes before video was cut due to lack of visual or audio.
> **Analysis:** Failed Attempt. SCP-1744 occupants were not hostile till the first team of Class-D personnel got close to them. Once the occupants noticed that they were not infected they were brutally beat to death as well of [DATA EXPUNGED]. SCP-1744 occupants can only be seen in the windows of the building or in dark areas of the city of ██████ during the day. I'm really not feeling this one at all. It's better explained that smashing a shell leads to someone's suicide, but knowing that didn't really lend it any emotional impact.

I was a bit unsure about this one. That last sentence did make me feel a little sad, but not a lot since I saw it coming. I like the concept itself though, so I'll give it a +1.

I found the concept interesting, but the writing seems a bit…predictable to me. It does have a good wham line though. Ye got my upvote for concept.

I really like this one; full of +1 feelings. I thought maybe the last entry was a bit unnecessary; I usually prefer when things are hinted at more mysteriously and leave room for interpretation.

Nitpick: pure water has no salt, so do you mean fresh water (as in a normal pond?).
Edit: at first I thought it was because it was more like sea water, but now I realized it's probably full of tears.

I usually prefer when things are hinted at more mysteriously and leave room for interpretation.

I did end up trimming down the existing logs and taking one log out entirely, since I didn't want the effects to be too obvious; I kept in the journal log because I wanted there to be a solid indication of the effects. During the drafting process, I find myself becoming too vague while attempting subtlety, so I end up relying on the people I ask for critique to determine how to edit the piece for clarity.

Edit: And you're right about the fresh water. I'll change it.
