Anyway, I first thought this up when I remembered something from my childhood: apparently one way to keep a secret is to whisper it into a seashell, then throw the shell into a body of water.
I tried to focus on the fact that the Foundation inherently holds an incredible amount of influence on the world through the SCP objects it contains, and fairly often in the attempt to learn more about the skips, they end up sacrificing their own people.
