Normally, I'm prejudiced against prose in SCP articles, but I don't really know how else one would write this story.

Hmmmmmm.
I really like the actual document here. Describing an alternate dimension where musicians and composers are ranked by popularity is a fantastic idea, one in which I really wish you explored more. Excerpts of initial votes. People discussing post-humorous surges in popularity. Discussion of movies made about them and the influence on their caste. You really had me wanting to know more about this world you built.
Unfortunately, the parts I liked were drowned in heavy-handed exposition dumps that feel like a sampling of the most noteworthy parts of 1984 mixed with a limited who is who of musical history. shaggy's 001 proposal and 3001 have shown that this mix of prose and skip can do well. However, here you lack the raw/horrific imagery of the former, and the emotional gut punch of the latter and we are instead left with something quite dry.

Ah, I love niche articles. I remember thinking well after I had submitted my entry that I wish I would have done one about the history of Western music, as it is one of my favorite topics. I don't think I couldn't have come up with something half this good.
This is visually effective and it blends the prose well, though I think it is slightly heavy on the narrative end of the scale. I find myself wanting to see the non-abridged version of the article, and I think that is a missed opportunity here, but one that is correctable.
I love the idea of Mozart being a tyrannical dictator and the subtle jibes about his music making you smarter for listening to it. Casting Pachelbel as the protagonist was clever, especially because I could have sworn it was (the fictional) Salieri (from Amadeus), as was his post-humous status as a one-hit wonder.

I really want to like this. The world is certainly interesting, and it's inundated in enough knowledge that it feels authentic.
That being said, I think far too much of this in conveyed through internal monologue. A good portion of the story has the viewpoint character just sittong around and thinking about the world, instead of exploring it in any meaningful manner.
It does start off strong enough for this, but once they find the computer everything comes to a complete standstill. I would consider thinking of other ways to intersperse the document portions with moments of action and showing the world instead of merely telling us about it.
This is too long! It reads like a first draft, before you have time to go in and take out repetition and unnecessary parts.
Still, I enjoyed it. The concept is both funny and horrifying. +1'd.
