According to Wikipedia... US Route 35 is 663 kilometers long (412 miles), has 83 major intersections, and passes through three states.
Now, perhaps not all are easily accessed, and perhaps it is not the most traveled road, but to simply say "close off all public access to the entirety of this road" stretches my suspension of disbelief just a bit too far. I may be nitpicking, but I think you could stand to be a little more creative with your containment.

What about unintentionally? What constitutes obstruction? Would a branch or something that they need to briefly change lanes to avoid count or does it have to cover the road?
The test logs and/or incident reports
You mention "during scheduled testing" in three logs that are also listed under "incident report." In these tests, the cars appeared somewhere else. What exactly did were they testing? Did they intentionally block roads to see where the cars would go, or did they screw up and not clear the road properly? Was it an incident because there was unexpected test failure, or because there was civilian death, or both, or neither?
A disturbing trend… SCP-1858 appears to have a preference to re-locate onto roads containing heavy traffic and flammable and/or explosive material
It only involved explosive/flammable material in one of four tests, nitpicky, but I don't think you can call that a trend.
