Is someone constantly stealing an SCP in progress from you considered harassment?
That'd be considered plagiarism, if direct content is being stolen.
If someone just keeps happening to use the same ideas you think up, you'd need to contact staff about that so we can sort things out and make sure it's not just some crazy coincidence (because making unfounded accusations isn't good for anyone).
Not necessarily, but it's definitely against the rules regardless.
If this is actually happening to you, and it is not a hypothetical question, send a Wikidot message to a moderator or administrator and we'll look into it.
if your reading this your gay
Don't worry it is hypothetical.

Should it be considered a warning sign if someone is mentioning harassment to specific people, but not actually harassing them? Note: This is all hypothetical.
As a member of the Harassment Team, I can say that there are lots of little behaviors that might be viewed as "warning signs" or little red flags to different moderators who are responsible for policing harassment, and that might lead to quiet scrutiny of those people's behavior. However, given that that scrutiny is usually unnecessary (thankfully), there will be no action taken until members of the Harassment Team (those being SoullessSingularity,
Dexanote,
Eskobar,
Pig_catapult,
Zyn,
Sophia Light,
Drewbear,
thedeadlymoose,
TroyL,
Photosynthetic, and
DrBright), for those curious or in need of contact information) receive a report or evidence that harassment has taken place.
All of those links lead to the respective users' Wikidot profiles and those users can be messaged via those links if you have any reports to make.
A mod claims I am breaking rule 1 by asking for the opinions of others on a matter I find concerning for the whole of the community. They claim I am baiting mods and refuse to allow me to explain myself. What should I do? I've done nothing wrong and I've broken no rules.
Magnus' post that you are referring to was in reference to another user, not the opinions and worries you expressed in the original post on that thread. You were not the one being addressed.
Actually, I was posting on the guy who responded to you, Gates of Babylon
You didn't break any rules, and no action has been taken against you.
I locked the thread, because it's a potential landmine of a post, which required a staff response, not an open discussion.
EDIT: Goddammit, tretter, ninja'd
I'm very sorry. I did not understand the entirety. I meant no offense by my post and I'm glad no one took any from it.

Thanks for the clarification, Bright. Harassment, sexual or otherwise, is all too common on the Internet, and it's good that we as a community are taking a stand against it.
Just to be clear, if someone asks you to stop talking to them, that means never responding to their posts, correct? And if they post, say, an SCP or a Tale, should you avoid commenting on it in the discussion page?
I'm going to go with Yes, but. Yes, you shouldn't reply to their comments, but, if you are commenting on something they've written, as long as you are not commenting in an attempt to draw them out, and are just trying to be helpful… I still wouldn't do it.

ah for 343 sake. bullying (or cyberbullying)as come to the foundation. where can we be safe of this plague?
btw, good thing that the site quickly reacts to this kind of thing. I can see a lot of people signing up here these days (me for example) and there will be still more and more to come. I guess that you guys cannot tell if someone is just lying about being a troll (or worse) when that kind of people app.
soon something like this would happen. good job in dealing with it.
Our updated Harassment Policy has belatedly been posted — thank you, Soulless. Please leave any comments or criticisms or suggestions on the discussion thread for it.
