Why would a Foundation containment team have to be disguised as a SWAT team? What makes this a requirement? If we have the means to quietly knock out an entity, why make a huge fuss by sending in a huge team of armed men at all?

Assuming your "island" is only 200 meters in diameter, which is only twice the length of a football field and barely large enough to sustain a self-contained ecosystem (much less the airstrip that you need to ferry people and supplies in an out), we are looking at 2 * PI * 100 m * 15 m * 1 m = 9 424.77796 cubic meters of steel with a thickness of 1 meter. Even assuming the lowest density of steel (7.75 g / cm^3) and not taking the foundation of the wall into account, this is 73,000 metric tons of pure steel, or about 4.8% of the entire steel production of the world for 2012. At a low-ball estimate of $700 per tonne, this would be US$51 million, not including the massive manpower required to build it or the cost of transporting the material from foundries across the world to the site. This is a truly absurd amount of metal, and there is a reason we use concrete in construction, not pure steel.

Pacific needs to be capitalized, and this is nonsensical. Why not simply say that they can breathe air and be done with it, because normal octopus do have respiratory systems: they're called gills.
SCP-XXXX instances have been shown to be incredibly resistant to environmental conditions, including thriving in volcanoes or at the north and south poles by altering their core body temperature.
Core body temperature isn't enough to survive in a volcano. What stops the entity's living tissue from being on fire or freezing solid? This is obviously just an attempt to make this thing more dangerous with absolutely no rhyme or reason behind it.
However, instances of SCP-XXXX are relatively vulnerable to conventional means of attack, such as projectiles or even blunt objects. Despite physical weakness, SCP-XXXX instances in base form have shown to be incredibly strong (able to crush an average car if it expends much effort) and incredibly fast (move up to km/h and swing tentacles at up to 120 km/h), so they are to be treated with great caution. Despite their power, instances are not actively hostile, and will not attack unless excessively provoked.
This is a horrible train wreck of non-clinical terminology. "Incredible" is subjective. What is an "average" car? Move up to how fast? Why wouldn't we treat an anomalous entity with caution?
The disguised form of SCP-XXXX is that of a regular human. Research of global census has shown that in all cases so far, most SCP-XXXX instances do not mimick a random human, but instead create an entirely new, unique human appearance.
The idea that the Foundation can track and uniquely identify every one of the six billion human beings on earth at any given time, even the ones in third-world countries with no electronic tracking capabilities or aboriginals who have never seen a camera much less walk past one every day, is completely, absolutely moronic. There's nothing wrong with saying that it doesn't mimic (note the spelling, which you got wrong) anyone in particular, just don't say something absurd like "global census". Even the United States, which is highly industrialized, highly wired, and has a mere 5% of the world's population, only manages to get a Census done every ten years, and even then most of it is done by simply asking each family to report itself rather than using any objective observation.
It is unknown how instances of SCP-XXXX know whether they are copying an already existing human or not, for they have shown to be able to spontaneously take the form of a human they have never seen before, although they have not revealed the exact reason why.

It is still not fully understood how exactly SCP-XXXX conducts the process of changing its appearance in such a way that it is virtually indistinguishable from a human, seeing as the process takes under a second in most cases. However, extensive time-lapse photography has revealed a large portion of the physical part of the process.
That sure is a long-winded way to say, "SCP-XXXX's ability to mimic humans is poorly understood but appears to be physical in nature.", which itself is a whole lot of nothing. None of this is even remotely useful information.

I am now forced to picture your entity as a magical girl anime character. Now all it needs is a wand of power and a frilly dress.
The instance spreads out on the floor, intertwining its limbs so that there are four sets of two limbs each. Then, the instance dislocates its primary brachial heart, which is directly connected to tentacles 1, 2, 7 and 8 (AKA the arm tentacles), and shifts it to the upper mantle. Once this is completed, the instance then uses pore-like orifices on its outer membrane to execrete a thick, unreplicable layer of proteins which researchers call octaridermis. Octaridermis has identical composition and appearance to human skin. This tricks anyone the instances comes into direct contact with the instance into thinking that the newly execreted and hardened octaridermis is skin. The muscles inside the instance’s body then shift, causing the instance to form additional features which resemble feet, hands, noses and other human features. Hormone surges are released in order to create hair in appropriate places upon the octaridermis. Finally, muscles are shifted within the instance’s body to form pseudo-organs; false organs which, while behaving and appearing to be human organs such as the heart, lungs, and larynx, actually have no impact on the instance’s overall bodily functions whatsoever. These Pseudo-organs also function by disguising the instance’s true organs so that they cannot be detected without extremely sensitive equipment. Many pseudo-organs are formed to resemble bones, though the average muscle structure of a SCP-XXXX instance has shown that they have no need for bones.
Why on earth is any of this even remotely interesting? You have a shit-ton of detail, but you give us no reason to care about any of it.
Once the process is completed, the instance is indistinguishable from a human being. They have vocal perfection of at least one language (instances have been discovered to have complete mastery of up to 5 languages) and even have false “memories” of their nonexistent human childhoods.
What the hell is "vocal perfection"? If you're talking about fluency, there is nothing "perfect" about that. Also, how do you know they have objective "memories"? Humans do this all the time without having "memories", and it's called lying.
These memories become nonexistent once the instance returns to base form. Instances have been shown to return to the same form several times, and in all of them, keep the respective memories for that form. It has been discovered that the instance’s original memories do not deteriorate or alter in any way from these false memories.
So it has a fake persona. So what? Why is this worth mentioning when normal humans can do this all the time?
Transformation back to base form from disguise form is basically the process detailed above in reverse, only with one noteable feature. When switching back to base form, rather then re-absorbing the octaridermis or some similar procedure, the instance will simply burst out of it. Multiple methods of this escape process have been observed, but the apparent preference is to retract the tentacles, then push them out through the mouth of the false human shell, then, by way of retracting, contracting, and contorting its muscles, pulling the rest of its bulk through along after it. This process takes signifigantly longer then the disguising process, at an average time of five seconds. What is left after the process is the escaped instance of SCP-XXXX and an empty octaridermis shell. Octaridermis shells have shown to disintegrate a few hours after the instance has left, dissolving into a gas of undeterminable components, and leaving no trace that it was ever there.
Even more unnecessary detail. Why is this interesting at all except as a poorly constructed attempt to draw a reaction out of your reader using mediocre body horror imagery?
It has been shown that bombardment with heavy electromagnetic pulses results in the instance experiencing severe, non-lethal pain. Said instance will immediately undergo the escape process and shed its octaridermis shell in order to gain mobility, then attempt to flee from the offending pulses. This process has proven to be a very effective form of discipline and containment. Exact reasons for SCP-XXXX’s aversion to said pulses is unknown, and research of it is currently ongoing.
This is a Superman weakness, as it would make absolutely no sense for a biological entity to be susceptible to an electromagnetic pulse. If this isn't a biological entity, then we would have figured it out by now.
The purpose of the infiltration of SCP-XXXX into our society is unknown. The primary presumed possibility is that Earth is a hospitable place to live, but even that is doubtful, for studies have shown that SCP-XXXX’s homeworld has even higher quality components of its atmosphere then Earth does. Intirrigation has revealed nothing of signifigance; all instances questioned so far have revealed nothing(see addendum XXXX-A)
How on earth do we have objective information regarding this entity's homeworld? We already established that we don't trust it, so why would we believe anything it has to say about where it came from?
Addendum XXXX-A: On ██-██-████, not long after the initial discovery of SCP-XXXX, during an interrogation, a random instance of SCP-XXXX (hereon referred to as SCP-XXXX-1, or just XXXX-1) revealed information that was classified “signifigant”. Data was afterward classified and locked. Note: due to instances not being able to talk in base form, and the interviewed instance refusing to enter disguise form for an originally unknown reason, interview was conducted via electrical signals from the octopus’ brain from the prefrontal cortex. These signals were translated via a computer program (see document XXXX-L), were received using cables attatched to the membrane of XXXX-1, and the translations were displayed on a computer monitor, with a delay of 1.1 seconds. The creature could still hear and comprehend English, though, due to it’s auditory canals being intact, and having been disguised in America for █ years.
