That pastebin just has this SCP in it. Unless that's what you were going for… but I can't imagine why.

does it? Damn, then I must've fucked up somewhere with the ctrl+v'ing.
Oh well, wasn't that great anyways.

These instances will retain the intensity of their parent instances effect. With repeated growth of more intense SCP-1957 instances…
The first sentence says that the new soaps are as strong as their parents, if I'm reading it right. The second says that the new ones are stronger.
I'm neutral about this.
I like this. I get the feeling that there's something here I'm not getting, but it is good and seems genuinely creepy. +1
I think this would be better if the random capitalization was removed from the attached document. Right now, the formatting draws attention away from the content of the letter, which is actually pretty strong.
Otherwise, this is good.

Seconding the capitalization thing, because I really, really don't like it.
Other than that, I was really meh on this. It failed to really draw me in.
I dunno, it kind of reminded me of the labels on Dr. Bonner's soaps. They get into some pretty odd capitalizations too.
"An upper limit for this effect appears to correspond with the size of the body of water the subject was exposed within, with larger bodies of water increasing the intensity of exposure."
Note: Keep well away from the ocean.
Hmm, not entirely sure how I feel about this one. I feel like I'm just not getting it. No vote for now.
Instances of SCP-1957 have varying colors and sizes, with the only unifying feature being the anomalous property they share. Each instance of SCP-1957 has the words "keep our streets clean!" embossed into its exterior.
The second line contradicts the first. Just a minor nitpick but it just bugged me.
Also, do they end up growing soap on them after the three weeks? That just seemed a bit weird.
I really like the addition of a group attached to these folks. That little bit of fluff secured my upvote, though it wasn't hard. I originally thought it might be a soap-what-makes-you-OCD, but I was pleasantly blown away by the fuckin' weirdness of this thing.
Also, moral of the story—use Dr. Bronner's castile soap instead /s
SPINNING CYCLONES OF FILTH and TEARS
Street sweepers shall forever be known to me by this name.
Anyways, I liked the twist; at first it seemed to be leaning towards the anomalous OCD soap cliche, but it turned around quite nicely. +1
