It came first. The SCP was posted in 2009, while the actual Silence didn't make an appearance until 2011.
But really, an object that makes you forget things when you look at it isn't exactly an unheard of concept in science fiction.

There were a bunch of horrible J articles on the old site that were literally just objects from pop culture without any sort of hook or alteration. Like Shadow the Hedgehog and an EVA. I think they were removed during the mass edit, though it could have been earlier.
096 is totally just from Mario. The author didn't even change the name. Come on.
Plus, it does have a few characteristics from "The Rake" Creepypasta.

It was plagiarized from Reddit, and brought onto here from another user. One of our members here had confirmed that it was Kode47 who had originally made this, and they asked him if he had recalled posting said SCP on the site, he replied with a no.
It was later downvoted into oblivion, and Clef had blanked it out.
Actually, I just made everyone aware it had been posted elsewhere beforehand by someone with a different username. It could have been the original author at that point.
It wasn't actually confirmed as plagiarism until several hours later.
Just clarifying that I didn't confirm it was made by someone else at the start.
