I'm gonna go through this and fix some errors (mostly wording and grammar), and then I'm going to upvote.
E: Although, now that I think about it, unless someone has tried to steal this before, I don't think we need to worry about people breaking in enough to arrange for a batallion of soldiers to come take it back. If that part needs to stay in there for some reason that I missed, let's bump this up to Euclid.

I classified this as Safe because it won't do anything on its own, but specified the battalion of soldiers thing because in the wrong hands, it could theoretically be used to influence global populations for any purpose. I'm open to suggestions though!
I generally view things that have significant strategic significance (or risk of being stolen) as being Euclid, since by definition they require active containment procedures and the use of resources to contain. I did the same with SCP-868.

This last part bugs me.
SCP-1345 is currently inoperable, due to degradation of the computer and other equipment. At some point between abandonment of the project, the door was blown open in a windstorm, and further exposure to the elements damaged most of the equipment. Efforts are underway to restore SCP-1345 to operable condition.
Why restore it? Doesn't make more sense to just reverse engineer it and leave it inoperable? Honestly I think it works better if you don't include this at all, IMO.
Well, it's hard to study it if it's full of dirt and branches and squirrels. I will change it from "operable", though.

This seems like something the foundation would want to be getting into working order asap, seeing as it's basically brainwashing on an international level. I don't think your article quite treats it with as much reverence as it should be treated, this is possibly one of the most dangerous/useful SCP's ever.
Sorry, but didn't we have an SCP concerning the Philadelphia Experiment? The one where the SCP IS the actual ship?
Also think the reverse engineering idea is more ideal I think rather than trying to make it work on the spot, unless a site is constructed around the structure to dampen the effects etc.
Just a thought.
I'm pretty sure that's OK, as one of the ground rules is there is no official canon. And I'm pretty sure we have other SCP's that contradict each other.
The only place I've seen two SCP's regarding the same real-world object is Yellowstone, and those felt more like two parts of the same anomaly.
The use of "memetic" here is really nagging at me. Especially this bit:

This is… normal. Humans do this by themselves, so I have a hard time swallowing that it's all because of a mind-control machine. Also, what would make this memetic is if the affected subjects are capable of spreading the effect to others; all we have here is that the machine made the initial subjects believe; all subsequent believers are, well, just conspiracy nuts.
Unless you can convince me that this is actually memetic propagation at work, I'm not going to tag it as such.
My intention was that the conspiracy theory would exhibit social distribution behavior that made it distinct from "normal" conspiracy theories, spreading to some people who don't otherwise believe in that sort of thing. I'll try to make it more clear.
I rewrote part of the 1345-B section. If it doesn't seem improved to others, I'll rewrite it so that the idea spreads normally.

The use of "memetic", as Mackenzie already pointed out, is questionable. Your phrasing makes things really muddy- the phrase "memetic phenomena" is so vague as to be meaningless. Assuming I follow your meaning, this is the contagious idea that a US ship vanished in a military experiment, right? Unless the contagious part is exceptionally virulent, I would argue that this is a mundane meme, not an anomalous one.
Finally, as a small pet peeve, why "anpsych"? Wouldn't "parapsychology" or other such existing phrase work?
I chose "anpsych" to go along with "anart". It seemed to make sense.
I'm pretty sure that "anart" is intentionally named to come across as the sort of hipster bullshit we've come to expect from AWCY.
Most intelligence-gathering or related fields are -INT, HUMINT for Human Intelligence, COMINT for Communications Intelligence. So ANINIT makes sense, though it should be all caps.

So, we have a device that's the result of a program that is worthy of a conspiracy theory in and of itself… and it causes people to believe in a completely different conspiracy theory.

I dunno. The use of the Philadelphia Experiment as the Thing What Is Believed turned me off of this. Maybe because it's a real conspiracy, maybe because I've heard of it; I'm not sure. I can at least say that you use SCP-1345 often in the article when you should be using SCP-1345-A, as you've defined it. (In regards to operation, etc.)
