Basically, the Tardis (Dr. Who's vehicle) is supposed to have a mechanism which somehow manipulates the perceptions of it, and is supposed to always disguise itself as something innocuous fo the environment. A running joke in the series is that it's stuck on the setting for the iconic blue police-box, which sticks out like a sore thumb. Every once in a while, they fix the Circuit, but it always returns to status quo.
