Very good use of meta. I like it.
I'm not digging the actual object that much, as it feels a lot like a replication of Tanhony's style. On the other hand, I really, really like the little UIU note at the bottom, and I think the fact that someone there actually seems to know both about the Foundation and what they do is awesome. Neutral voted.

I like the concept in and of itself, and the note as Troy said. What really makes me like that note, though, isn't just that they know about the Foundation, but that this implies that they know full well that even though they found this, it is going to be taken. So they have resigned themselves to that fact, and they are at least trying to make a difference by passing on the knowledge they've gleaned about it, so the Foundation can have an easier time containing it. Not that the Foundation necessarily needed it, but this shows that at least one UIU agent still has hope of making a difference.
I don't mind the idea, but this seems a little too inconspicuous to be an SCP. I mean, an envelope that shows you what you don't want found, ok. the continuous use properties seem like they could be elaborated on, as that seems somewhat cool, but unless it has some interesting stuff happen after continued use, more interesting than what's currently there, it seems just anomalous to me..although, I give you credit for bringing up the UIU, as I've seen very little actual stuff related to them, but other than that….meh.

I really like this. It stands on its own, and then it turns into a good UIU SCP. (Do we even have any of those?)
