I think there's a kernel of a good idea in here. The idea that humanity will one day encounter this species and we will destroy them when they only wanted peace because we're militaristic and xenophobic and ruled by powerful men who wish to hide the truth from the world, so they built a time machine to transmit their sorrow to us. But the time-traveling message was found by the Foundation, which embodies all the vices which will one day destroy the aliens. Their message has accomplished nothing, because the Foundation has muted their voice, and nothing will change.
With that said, it's too long and has too much fiddly bits. Cut out a lot of stuff, like the completely pointless bit about it putting things in your brain. It needs to be cleaned up. The time travel bit doesn't even show up to until the addenda, which made me really confused. It read, until the addenda, like you were trying to say that the thing had traveled to Space Planet, completely affected their culture, then we got a response in 5 years.
