I knew the Serpent's Hand would be jumping up and down at this. I fucking called it. I can imagine some sort of, I don't know, welcome/fuck normalcy party in the Library or some shit. I can literally see that in my head.
In other words, +1 with gusto.
This is some damn fun worldbuilding. Seeing all of the reactions different people have from different groups is wonderful, and I like the foreboding hints at what could have caused this anomaly. Your Doomsday team fails to disappoint.

I don't know if it's because 3396 is written in a particularly obtuse manner, or if I am just obtuse myself, but either way, it's kind of sad I needed a Hand article to explain that one to me. ._.

God damned excellent. This is my favorite Serpents Hand format out of those produced recently.
The world-building is stellar. The level of detail on the subject matter and the way its conveyed perfectly captures the nature of the Hand.
Between the overview of of events, as well as the eclectic cast of commentors, this does a great job of showcasing a major paradigm shift and the ripples it sends through the anomalous community. It does in a single page what some Canons don't manage across a dozen.
This team continues to exceed my expectations. +1

The emphasis on "THRIVE" is stellar, setting up something undoubtedly really cool. It's such a powerful word as well, so good job with that. I like the humorous approach taken here. It lets the series loosen up, which I greatly appreciate.
