So just that I'm clear on what's going on here: this device (in addition to its primary function of memory retrieval) is actually harvesting parts of peoples brains, which they no longer remember exist because of the Lethe events, and using that brain tissue to generate mnestic drugs, among other things, like putting them together in a giant uber-brain?

I'm not clear if everyone forgetting the device at the end is intentional on Bruce's part or not, since in his last note he doesn't express any desire to keep this a secret.

You've got the basics down, yes. The harvesting is being carried out by Bruce and not necessarily the devices, but otherwise, you've got it.

As for the forgetting, if Bruce isn't interested in hiding the devices, then it could theoretically be somebody else who's causing the amnesticization, I suppose…

The continual omission of this device by marketing department seems like initially 3848 for this device have initially hit the marketing department and then later spread on to affect MC&D and maybe even the foundation after they took these as the device is not mentioned in 3848 containment procedure.

Edit: After reading the paperpushing tale it seems like the foundation is currently making use of this device so the foundation is not affected. And then from that tale it have been shown that the foundation have become under public knowledge since 1990 while this tale also mentioned the foundation despite not mentioning SCP foundation. I don't think the foundation is affected in this case.

I don't think I've ever seen a GoI document that was so focused on being really worried about what the Foundation was doing before. I like it!

And the worry is not exactly unfounded with SCP-2000 in the foundation's hand, although they don't need such mnestic device to do so.

I got heavily creeped out at the possibility of the Foundation mind-fucking humanity into being obedient, and the stuff on taking brain matter for "an organism" made things even eerier. This is shaping up to one great apocalypse.

I don't think they're going to use mnestic devices on the public. I think they're going to arm their own employees with mnestic devices, let the memory wipe events get more and more frequent until a map of them shows the world covered, and then build humanity back exactly the way they want them, only bringing back the memories of the parts of the world they find convenient and nothing else.
