Well, here goes nothing.
This is my attempt at putting more meat on the bones of the Chaos Insurgency, which has to date mostly been "semi-nebulous bad guys without a clear agenda". Obviously, this won't fit with everyone's headcanon, but what else is new? I see this in the same universe of tales as Conspiracy, and I deliberately wrote this to make it so it can be outright contradicted by other tales ("all in the name of operational security and compartmentalization").
In addition to intelligence and espionage, I spent a lot of time and energy in university studying guerrilla insurgency theory. I decided to take the "Insurgency" part of the name literally, and tried to put the history of the organization in appropriate theoretical context for the history of guerrilla insurgency theory. The very short version of that theory goes from the Irish War for Independence, to/contemporary with the Arab Revolt (in WWI), to the theories proposed by Mao in the 1930s and 40s, to the Vietnamese struggle in the 1950s and 60s, through Latin America in the 1970s, through Afghanistan in the 1980s to today.
