I personally feel that SCP-1609 does that better. However, I do think that the GOC is good to have around, because they'll be way more prepared than us in a scenario where we need to actually kill some skips.
Debatable. While the GOC is more gung-ho about destroying anomalies, they don't make much effort into understanding them. Arguably, when dealing with anomalies outside of their specialty (they are very good at killing reality benders), they'd be less prepared than the Foundation.

Speaking of that, is there anyway to change the URL, considering it no longer fits with the tale?

I think it fits, and I like it as is.
Also, there are plenty of pages that are titled differently than the URL. Sometimes provokes more thought from the reader, other times it's entertaining.
So now we have the story from the POV of the GOC, the Foundation, and the Target.
Obviously, now we need the tale from the POV of the bullet to complete the circle.
