This is cute. You have a few errors with tone (for example, using the word "morphs", which I believe is inappropiate) but the concept is novel. I might suggest editing out the stutters in the interview, though, and adding a note about that being done in-universe. Seems like the kind of thing the Foundation would do. Just a thought.

EDIT: Oh, I don't know how I missed this:

Dr. ██████ was reprimanded for failing to get more information on SCP-1163’s awareness of anomalous properties

That just sounds ridiculous. Why would they reprimand him for that? It's not as if it's because of something he actively did wrong, or even his own ineptness. The most likely scenario, and that which the Fondation would assume, would either be that a) it wasn't willing to duvulge that, or b) it didn't know (which it didn't). How do you imagine that he was reprimanded anyway?

I definitely agree with changing "morphs", but I am not sure of a better way of describing it. I'm not sure if they would edit out the stutter, since I don't think I've seen another SCP with a speech impediment, but I'll take your word for it. For the reprimand, the main idea there was that, basically, by the time I had finished writing the first interview, I realized that it pretty much failed at actually finding the intended information. I edited it to address that issue more clearly, though.

I don't feel strongly for it either way. I can see where you've been going the execution and I can see where you've been going with the concept, but only vaguely. It's either badly explained here or my mind is too incoherent today to understand this concept. The execution doesn't help, but I can see what you're trying to do and respect that you're at least putting that effort into it. However, because the initial description of what the guy does is confusing, the execution is bogged down for it.

(Also, is it bad that I didn't notice anything wrong with the face until it was pointed out i the article? I just thought it was a normal guy.)

Yeah, I guess I found it sort of hard to describe the anomalous behavior in a clinical way. I still haven't found an appropriate synonym for "morph". Basically, whenever he switches bodies with a person, his face goes onto their body, and their face goes onto his previous body. So when he switches between many people, their faces are scattered around as well.

I purposefully made the face only sort of strange. I wanted it to be distinct, but not impossible. I was sort of afraid it was too extreme, but I guess not.

I like this one. It is not intentionally evil, yet has been causing a lot of problems. The lack of facial recognition makes good sense in this case as well. Upvoted.

Well, I was trying to say that, basically the town had cut themselves off from the rest of the area. I'm not sure of a better way of having this incident, besides friends and relatives had reported that residents had their faces switched around though.
What other parts did you have issues with?

That's true. I suppose eventually, the self-imposed isolation could gain the attention of the Foundation, but it would more likely attract other organizations (like the police) first.
Does anyone have an idea of how the Foundation could have discovered the SCP?

Easy fix, someone visits the town and notices the mixed up faces and tries to make a report about it to the police, police either shrug it off or make a visit to check for themselves, blah blah blah Foundation gets involved.

That's one of the normalest creepy pictures I've ever seen. I liked the interviews, though I'm not sure the overall thing is worth an upvote just yet. Still not bad.

There are numerous grammatical issues within your interview logs - punctuation missing, inappropriate punctuation (periods ending questions recurs fairly frequently). Other than that, I found it an interesting idea, and I like the childish nature of the SCP - being unaware of the limitations of its effect is fairly novel.

You need to get a much higher quality photo, or remove it entirely. It's completely unnecessary.

At first I thought it just looked like a bad photograph, but yeah, it really is pretty crappy, especially around the edges of the uniform. I'll fix it ASAP.
