It's certainly interesting, I'm not sure I understand why the Serpents Hand would breach a facility to drop it off before committing suicide (seems like a waste when they could've dropped it off at the front gate.)
I like the transformation bite a lot but I can't help giggling when I imagine a cardboard pug attacking someone.
It's supposed to be kind of silly in a way that's still inevitably dangerous. I figured if the Foundation saw one of its rivals dropping an anomalous object off outside one of its offices, the last thing it would do would be bring it inside and feed it. However, I thought that if the Serpent's Hand wanted to indicate real, absolute desperation, this would be a good way of doing it, and probably result in fewer overall casualties in the long run than keeping it around when it's turning people.
Plus, I thought it was creepy.
Hmm, you have a good point and after re-reading the note it does come across as a last-ditch effort to be rid of the thing. I like it even more now.
The part I thought was most striking was that it's not just the Serpent's Hand giving up an SCP, it's giving up an SCP to someone they hate. Beyond interdepartmental rivalry, anything. Imagine what it would take to make the Foundation give an SCP over to, say, MC&D. That level of desperate. That's what this thing was to the Serpent's Hand.
So it was like the Serpent's Hands 682 in a way, they needed it gone and they turned to the only group they knew that could safely contain what they failed to control. It's a great premise and I think a Tale could really flesh out that desperation, that element of turning to your most hated foe because you have no where else to turn.

Really? Huh. I've never known the Serpent's Hand to really hate the Foundation as much as they are just largely indifferent. But then I suppose that can be rationalised as factional differences.
Oh, and I might add, the SH connection was a large part of why I upvoted. In addtion to the fact that this is just adorable.
Yeah, I imagined that the serpent's hand didn't aggree with the foundation's policy of locking away good people, but it was more like the feelings between the Foundation and the GOC. As in, not hatred but more like you're doing it wrong. And that the Serpent's Hand approved of the foundation containing evil sapient beings, and everything else not sapient.

I mean, can it teleport through walls? If so, how did the Hand operative even keep it in that goddamn container!? And if it can, why is it Safe and not Euclid.

Also any way you cut it, the suicide thing is bullshit, especially if the Hand is concerned about losing more members. Which they're seriously NOT concerned about, since there was no one forcing them to feed people to the dog. They just thought that would be a cool idea I guess. Which is extremely contrived.
And so are the containment procedures, now that I think about it, since the Foundation is feeding 'just anyone' to the skip for no reason except to stop its rage stage. Why do we even care about stopping its rage state. This thing is Safe! What is it going to do, bark and gnaw at the mental container it's in? It's not like it can change the container to cardboard with its bite (which might actually be interesting).
edit: or teleport out, for that matter, which some people assumed was implied already by the article (but isn't actually in there).
(btw, a nitpick, shouldn't the cardboard bite thing just be in the Description, with a better explanation?)

Edit: I really enjoy the fact that it "poops" out more of these things each day. Plus, the effect really solidifies my enjoyment. It wants a suitable "master", but it can't really do it successfully, so it instead makes cardboard cutouts of people it deems suitable.

The use of the Serpents hand in this is excellent. You really communicated an organization of people at the end of their rope, ready to do anything to get rid of that god damned dog. Upvoted for sure.

I jus don't understand how this is so difficult to contain that the Serpent's Hand would be so desperate to get rid of it. Set up an automated feeding and waste removal system and no one will be in danger of getting bitten. Did I miss something?
What automated waste removal system is there for cleaning polaroids out of a courtyard? Automation for thing like this might also be seen as cost-prohibitive, too. Keep in mind that (at least in my headcanon) the Serpent's Hand is far less equipped than the Foundation to contain any SCP that isn't consciously cooperating with them.
This is food for thought, though.
Is there a reason it can only be kept in a courtyard and not a containment cell? It doesn't seem to have any abilities that would prevent a much more secure containment. If it only excretes polaroids the Foundation could easily rig up an automated system to remove small pieces of paper from the floor of a room.
And now if it so much as sniffs out an employee with B antigens the S.O.P. is to sacrifice the poor sap to be turned into cardboard? Why? Because it won't calm down otherwise? Who cares? Aside from its weird appearance and virulent bite this is just a dog. Crate it and the problem is solved. I'm baffled that it's being treated like some uncontrollable Keter skip.
I'd think they'd put it in a courtyard just because it's a dog (I mean, they wouldn't build a courtyard for it, but they'd use one lying around) and there's not a particular risk of breach that they know of from keeping it there. Knowing how to avoid an incident from the beginning, the Foundation isn't particularly at risk at all. The terror the Serpent's Hand has for it comes from the bad experiences they had with it before they knew to keep B-positive individuals away from it. If the Foundation has another incident like 1783-1, it'd probably get crated, but given the fairly remote risk of an incident like that, there's no reason not to let it stay where it is.
I'm sorry. I still don't buy all the Serpent's Hand stuff. It's just a dog. After it bit someone and converted them any organization with any sense at all would've crated it and not let anyone ever get within biting range. So what if it went into a rage state as long as it was safely locked in a crate? They lost 24 people to it? I don't buy it. That's a level of incompetence I cannot believe. Someone sacrificing themselves to save their lover? Why? How is that the only option when it's no stronger than any normal dog?
This isn't a dog to the Foundation, it's an SCP, an object, and one that they don't want getting out. I see no reason to keep it in an above-ground courtyard versus a indoor containment cell where it can be safely prevented from being able to bit anyone.
You have a really interesting concept, and you paint a great visual of how it moves and behaves. I don't know why you needed to attach a weird side story about the Serpent's Hand. It's illogical and distracting.
Because perhaps the site director is a dog person. It is still properly contained, the O5 have no fears of it running loose, biting personally, or both. We know how to stop it, and things are more cooperative when happy. Even dogs.

It just needs a kennel that you never let it out of.
