I like it. There's a lot of redundancy in the description, though; the writing could use some cleaning up.

These humans are individually assigned a number, so that the first known human under SCP-1551 would be referred to as SCP-1551-01, the second human SCP-1551-02, the third as SCP-1551-03 and so on.
This is bad. I almost think you could leave it out, but some mention should be made that, say, SCP-1551-10 is the 10th person to have lived there. You could rephrase it and maybe link the explanation into the previous sentence (though I'm having a hard time coming up with a suggestion), but at the very least, we get the idea after the second mention. Three is too many.
According to reports dating as far back as 19██, the events have repeated themselves 23 times, with the current individual being SCP-1551-23.
This by itself might actually be enough to explain the numbering system. If not, it's redundant and doesn't need to be stated beyond the number of times the events have repeated.
SCP-1551 appears as a house in an extremely dilapidated state.

I like this, but I have to wonder why the Foundation doesn't just fix the place up themselves; sure there's the whole thing about inexplicable accidents, or the construction company going bankrupt, but how hard would it be to send in a few carpenters to help the guy out? Maybe once there's nothing to fix up the people affected by the house will have no reason to stick around. At the very least it'd make for a good experiment.
The only purpose of that would be to negate the anomaly, which would result in item loss. It's essentially destroying an item, which isn't generally done.
I might add that I feel I should congragulate Soul's subconsciousness for coming up with such a fantastic idea. Well done.
Reminds me a lot of Stephen King's "Rose Red", but for poor people.
The containment procedures seem almost counter-productive to me. There is nothing obviously weird about this place at a glance. It would take someone paying a lot of attention to spot a repeating cycle in the lives of unrelated people spread out across decades. i buy that the Foundation spotted it, they are always looking for just that sort of subtle oddness; but to Juan Q. Townsperson of Blackbox, Argentina, it's just that crappy house on the edge of town that stupid people keep pouring money into. I think there was one of those in my neighborhood that failed to get flipped 4 or 5 times in as many years and nobody thought twice about it except to make jokes about the most recent sucker. But if some unnamed agency appeared one day and built a wall with armed guards around that place, we would definitely have noticed and gotten curious.
Why couldn't containment just be a modification of the standard urban-location pattern? Agents blend in and establish themselves with a cover-story and location that lets them keep an eye on any comings and goings. Something like buying the houses on either side and posing as the new couple in town that isn't very sociable. They only jump out from behind the bushes with amnesiacs at the last moment to prevent item discovery. Much subtler, and in the long-run cheaper.
This is a pretty good suggestion. I'll edit appropriately when I can.

The interviews feel very real to me, at least for the most part. I could really get the feeling of futility, frustration, and anxiety these poor fellows must go through.
