I'm actually not big on this one. The physical feats seem a bit tacked on to fit with the story, and the sad clown thing is kind of predictable. This exchange:

I'm with Anaxagoras on the interview, even with the edits it doesn't do anything for me and makes me take the rest less seriously. That said, I like the rest, while I loathe clowns I get the feeling that this Mister isn't so hot on them either.
I like the interview for the character it adds to the SCP. As far as the interview itself being silly… or people responding to it as such; that's an incidental detail due to the very nature of the SCP. It wouldn't be as rounded without it. Keep it, in my opinion.
With the edit on that line (I read it after the edit), I interpreted it to mean that being laughed at actually physically hurts Mr. Laugh. As in, causes him injury and pain. It's happens so very, very often that he's depressedly resigned to it, but it still hurts.

The interview is by far the worst part of the whole thing. Drop it entirely, or make it significantly longer and more subtle. One thing that might work is if the interviewer were unintentionally delivering set up lines with the subject responding involuntarily and growing gradually more horrified by it.

I'm with Anaxagoras on the tacked-on physical feats, but I really, really, and I mean really love this. Clown picture let me know this was going to be good, and then I saw the word "Misters" and upvoted hard. That said, this desperately needs proofreading.
As for the interview, my suggestion would be to make it a little longer. Show the interviewer desperately trying and failing to maintain professional detachment.
