I like it. Simple, strange, dodges a lot of the cliches like being randomly indestructible. Only minor quibble is that there's no need for the "Anomalous Safe" designation. I would just make it Safe.

I like it! Also, I believe that this is the second SCP to say that it was upgraded from Anomalous to an actual object class. Although I could be wrong.

I like it. I like that it's a powerful effect attached to something as utterly useless and harmless as a box of tissues. It makes me think that either (A), someone created this effect on purpose and attaching it to a box of tissues was a dry run for something bigger, or (B), the universe is just really weird, both of which are interpretations I like.
And yes, there are other articles which have mentioned an "Anomalous" classification. My rewrite of SCP-472 cribbed that idea from Bright (I don't know if it was ever his idea, but I took it from SCP-834).
To me, the implication is that if it's extremely easy to contain and interesting enough to the Foundation to merit attention, it's classified as Safe and given a full SCP slot (and an associated research team), and if it's extremely easy to contain but is not remotely interesting, it's classified as Anomalous. Maybe the Foundation once categorized Anomalous items as full SCPs until they found enough stupid knicknacks that were 'simply too useless to merit further attention' and put all items categorized as Anomalous into one database, and freed up their SCP numbers for use by other items. (It goes without saying, of course, that anything Anomalous is going to pass the "Safe" locked box test.)
I think I must be missing something, because I can't see what's creepy or clever about this. Is there a reference I'm not getting?
