Observational research may be conducted on the object at any time, as long as it remains within the box, and the box is not opened.
That confuses me "you can look at it, but you can only look at the box", I suggest removing that bit and modifying it to read that all experimentation can only be done with site administration approval.

Yeah, it says you can look at it, but procedures specify an opaque box. Also how does something "appear" to lose weight without actually losing mass? Finally, for some reason I really love the addendum but the article itself is not as good, so no vote.
Weight is the measurement of gravity on a mass. Mass is still important for acceleration and other calculations like for momentum or acceleration through forces.
I'm assuming this screws with G for the affected matter so it's less attractive to large masses1 with it eventually being reversed after the flash point.
The addenda is great. The containment procedure probably needs a bit more as pointed out already. May also want to specifically say that direct exposure to SCP-1703 is forbidden in the actual containment procedures. That seems pretty important.
Next question, what counts as direct exposure? I'm certain that video observation doesn't count, but what about via a mirror (probably) or exposure via diffraction?
Following this, every previously affected object caught in its light instantly becomes inversely affected by gravity and starts "falling upwards".
You might want to change it to "affected object caught in its flash", to make it clear that objects which went through apparent weight loss but are away from the flash aren't affected by the gravity reversal.
The tone could use a little polish, particularly the phrase "turned-on". Lit? Activated? Describe the bulb as "under power"? Not sure.
I had a bit of mental whiplash when I got to the effect. The gravity bit caught me completely off guard after all the development of the weird core inside the bulb. Not necessarily a bad thing, just surprising.
Intriguing concept, but… lacks polish, and my inner scientist squirms despite the suspension of disbelief with any SCP object. I assume that the box itself is lodged on the ceiling?

I tried to address current confusion in a round of edits.
The containment cube is made of thick glass because transparent materials are immune to this SCP's effect. It's padded with leather, which is not immune, but it's much lighter (or, to be precise, much less massive) than the glass, so the cube is permanently anchored to the ground even if the leather gets its gravity reversed. Meanwhile, given that the leather is opaque, it shields the surrounding areas from the SCP's light and therefore its effect.
Regarding the containment procedures — I wanted to take this SCP in the "rated as safe but pretty damn destructive if not contained properly" direction. The "destructive" part of it is supposed to be only hinted at until the addendum. As such, I tried to make the containment procedures go out of their way to imply that this SCP is as Safe as grandma's cookies are tasty. The only hints telling you otherwise are the urgings of the Site Director not to open the box — which already implies that exposure to it may be dangerous.
Direct exposure is considered to be exposure to the SCP's full range of electromagnetic radiation — which means, yes, safe observation with a mirror is possible. But I don't think much SCIENCE can be done just by looking at it (I may be wrong).
If anyone else spots tone issues / grammatical errors, please include those in a comment here. I've fixed what I found and what's been pointed out, but there might be more still that I'm not seeing.
My reasoning behind choosing leather was that it's more durable than most paints, and it adds the container additional protection by acting as a buffer for the fiberglass. Although maybe the box can be painted as well as beleathered. :D
Enh. Even if it weren't paint, there is definitely a material much lighter than leather if the only purpose for it was to be opaque.
Gonna go with Reject's idea of paint. Carbon-carbon looks kind of expensive. Changed the leather on the outside to be industrial foam so that the cube is protected against vibration and shocks.

Am I right in thinking that the 'walnut' is some kind of organism that feeds via emitted light (or other radiation) on the mass of surrounding opaque objects?
