Not sure why it's Keter. How strong is it? Because I'm pretty sure the Foundation has the ability to secure something with the strength of fourteen people, even when agitated.
I went by the logic that it uses the intelligence of the 14 people to try and escape. I also implied that a good few of the people are actually Foundation researchers, the kind of people who design containment procedures. It could use what it knows about the foundation through these guys to escape. And imagine this getting into a crowded area, which is why I believe it would count as keter.
Hey, so it have lowered it to euclid, with the response that the foundation could easily contain it if it escaped because it is quite weak, and has many limiting factors. Though I hope that doesnt distract from the SCP too much.
You should remove the entire word "Keter". Having it crossed out means there's some in-universe reason for re-classification (IE the foundation discovers an effective countermeasure), and if that's the case it should be detailed in the article.
Really, this whole article lacks details. How are the organs removed? Is this thing susceptible to injury? What is the bit in the middle? Part of the reason the foundation exists is to research the SCPs, not just contain and document them.
One more important question: Can it be reasoned with? If the mass is smart enough to use a complex plan to escape and find prey, it should be capable of speech. An interview log might really help.

This is such a great idea, but it needs a proofreading. I'd be willing to do it.
Also, I was kind of confused. The various people comprising SCP-428 are attached to the central mass, but can move around? Is there a distance length on the 'umbilical cord'? What does it look like? Furthermore, since they've seen people added to the mass, what does the process entail? Even if they haven't been able to witness it (stuff is sucked out and replaced through the skin, for instance), I'd think it would merit a mention.
Those are great points, and I'd appreciate proof reading. People mentioned the umbilical cord limits, so I will expand on this soon. I thought not telling the conversion would add to creep factor but it seems it's just lacking, so ill add some thoughts on the process when I update, thanks for you feed back.
Okay, I cleaned it up a bit but did no actual editing, so a few things still feel off, mostly because I have no idea what you were getting at. In particular, this sentence,
Wounds inflicted upon SCP-428’s crowd heal at an accelerated rate, do not hinder movement and been proven to be highly resilient.
makes no sense, particularly the last two phrases. It's said again later that wounds to the legs do not hinder movement, so you don't need that, while "[have] been proven to be highly resilient" is said of the members of the crowd, not the wounds inflicted thereupon. I take it the meaning is that it's hard to really damage them. You could probably achieve the same effect phrased something like "Members of SCP-428's crowd have proven to be highly resilient, as inflicted wounds heal at an accelerated rate."
I also think you could expand a bit on what happens when crowd members are separated from the central mass. The fluid leaks out, repairing the hole, I take it, but then what happens to the remains? I assume the person dies.
That said, I'll upvote this now, because I still so love the concept.
I greatly appreciate the read through and minor edits. I was advised to give a better idea of how the crowd and the mass differ, so i tried to make it sound like the mass is very weak and vulnerable but the crowd become much stronger, and the mass therefore uses them as a sort of shield. Of course the way this has been phrase obviously doesn't explain this too well, so I will work on rewriting it, and cleaning it up. Also I have a few ideas of what happens when they leak and how they are made part of the crowd that I will need to write up. These were all things I hadnt thought of when I wrote the SCP, but have become important.

We feed it one person / month. This is going to pose problems later on, and it's good that you acknowledge this. And we make sure that the victims are very stupid, and again it's good that you acknowledge this.

Lobotomize 'em, cut off their thumbs so they can't use tools, sever their Achilles tendons so as to slow the group down post-assimilation.
What happens if we send in someone with a time-release suicide pill? An explosive belt? Cancer?
All good ideas. I'd love to see these turned into experimentation logs. Perhaps the group has some way of rejecting/detecting unsuitable specimens? Or becomes angered at the Foundation's attempts to neutralise it?
This makes me want to know more, which I think is the best praise I can give an article.
I see others have made some great suggestions that I was thiking of, so I won't reiterate. But one thought on containment: since you mention that a person can be severed from the crowd, growth from the "feeding" isn't really an issue. Just include a "pruning" schedule that balances out the growth.
It's stated in the article what happens when a person is separated from the mass, yet have they not tried removing all the people? Might be something to consider.
two things i dislike and one thing I like.
If we add a new member each month, the group is gonna get big. Is pruning the group a containment issue? It probably should be.
What is the blob made of and what happens to the organs? Why remove the organs if you need the bodies to stay mobile (they need some sort of circulation, so leave in the heart…etc.). What happens to the organs? I have a vision of the umbilical chord ripping out the lungs for food instantly, or of the lungs slowing desolving to feed the blob, or maybe the lungs are slowly replaced with super lungs! We can't get close easily, but they study worses tuff…robots and hazmat suits would let you observe the blob and the organs exchange.
I do like the addendum though.
