I have no idea what this is. It seems to be just a thing that no one can stop, and that will remain a mystery forever. I think I like this article.
I imagine they could stop it if they wanted to but the Foundation would be a bit wary of doing so because of what happened in the 2nd document.
They'd be fools to try. It's an inherently well-contained event that responds in strange and unpredictable ways to attempted interference. The Foundation is smart enough to know to leave well enough alone.
