I am 100% meh on this one.
I'll upvote it just as long as you keep it away from me.
This. I'll be hiding under my blanket now.

I don't feel they exhausted questioning of D-3826 before subjecting him to experimentation, but I'll up vote - and since I'm running a fever I bet I have awful dreams AND IT'S ALL YOUR FAULT!
Okay, I like the mystery of how it appeared. That's the strongest part of this, by far. It also answers the question of why this thing seems so mean-spirited. Namely, that it actually is intended to be for a serial killer. Since that makes the article so much stronger, I'd advise putting it at the end. Save the best for last.
Also, removing actually all moisture from someone? You do know that that would mean that they'd be sitting in a massive, massive puddle? And would be more mummified than most mummies? Seriously, removing all water from someone would probably cause complete structural collapse of their bodies. Just have it desiccate them. Removing all water is just silly if you think through what that would do.
My favorite part of this one is "Used to have to do things the old fashioned way." Until that line I was sure that there were no serial killer, just a bunch of accidental deaths caused by 1034 and a guy who was unlucky enough to take the blame.
"It wanted to keep me."
Made the whole article for me.
