+5 CHA Cap of Persuasion
I swear to god that the phrase "cap of charisma" never entered my head until someone mentioned it in chat. I almost drowned this thing in the sandbox at that very moment.
I'm not as put off by the idea as many here are, making every item of potential usefulness dangerous to its user makes things too standardized in other ways. But that said, that is the first thing that came to mind when I finished reading this, and felt obligated to point out the elephant in the room. Not voting, giving you time to make possible adjustments.
That was me. Just because a concept can be glibly summarized in three words, doesn't make it a bad idea.

I was worried it would be taken that way. It's handwaved technology, but it's still technology. If you figure what cell phone technology has done in the last twenty years, the capacity for this might not even be beyond our eventual development.
But if you think it sucks, there isn't really any fixing that.
This could be better with some sort of appropriate explicit mental effect on the user, in my opinion. On the whole, though, I don't have a strong enough opinion on it either way to vote.

I guess I just don't understand why the Foundation would search through the personal effects of a random girl who committed suicide and left a rather normal suicide note. What did she do to gain their attention?
I hadn't realized that it was phrased like that, but what I meant to say was "the mother found this note, the police logged it as curious or someone else wrote something about it, the Foundation picked up on it." Might rephrase if that's a bigger problem than I think.
Alexylva University is now my absolute favorite thing on the internet, so when i saw a new SCP related to it i was excited, the i got to the end and was pleased to see that the story is moving forward, just one complaint, i suppose Hailcloud could be lying, but no matter how advanced a civilization giving this to children can't possibly be a good idea. also, does the University make up the entire of that universe's society or are there other things "over there"?

There are glasses that do a similar sort of thing, reading facial expressions and telling you some of what the other person is thinking. Not as advanced, of course, but the idea does exist here, now, today. So it's not magic.
My main issue with this article is the lack of a bad side effect. Sure, someone killed herself out of guilt. So what if an asshole took the cap? Assholes are jaded from the effects of manipulating people or watching people fail because of them. It's just missing something.
Part of why I wrote it was to come up with an item that is very useful, but only if you are an asshole. Therefore pretty much anyone thinking "that'd be useful to have" is basically saying "Gosh, I wish I could trick people into liking me!"
