I never have liked the idea of the Foundation being heartless, but the whole "D-classes don't grow on trees, at least until we get O5 approval for that project" principle influenced me here. You've got a drifter with presumably no ties, who might as well have died in that fire, and he knows about an item you're trying to contain, and he's gullible. Solid D-class material there. If you're heartless.
Most (if not all) of those pieces are contiguous, though. As parts of the whole, one would think them exempt.

Pennies from 1974 were almost completely copper, and worth about 2 cents a piece. If they used Coinstar, they'd only get 1 cent per penny, and then the Coinstar fee would subtracted from the profit. Melting the pennies down to sell as copper would make double the cash.
More than that. Copper's a valuable commodity lately. So much so that in a lot of places burglars are breaking into homes specifically to steal the wiring.
Smelting enough copper down to make it worth while is not a minor operation. These are guys getting drunk on '40. Seriously - change a few rocks and you've got the coin to get drunk again. Something like a gallon of pennies = $30 by value (not copper).
But, to be honest, they don't seem like the brightest bulbs in the drawer….

The first draft had MC&D trying this, which may have been feasible for them, if not quite as profitable as their usual fare. But after talking to some folks in chat, it seems more likely, to me at least (and more fun to write) that a couple of ne'er-do-wells would try this scheme. Had they lived long enough, I'm sure they'd have realized it'd be better to just save enough to rent a plow, then go transmute a couple parking lots.
Why is this always referred to as 1015-1? It just seems to make it more confusing.
1015-2 is the owner of the penny. Because the penny does nothing without an owner, it seemed prudent to me to make the owner a component of the item. Maybe not. Anyone else think it's unnecessarily confusing?

It's not so much evil as "I sincerely don't care about people, and this is rather convenient." And yes, there is a difference.

tl;dr: it's possible not all D-class deserve to be D-class. I can understand you not liking the foundation being evil for the sake of evil, though. Neither do I. I just don't see this in that way.
The goose speaks the truth, many of the D-class are likely just people who were in the wrong place at the wrong time. People who cannot be released back into the Unsuspecting World without there being problems or death. Some people are simply victims of some other-worldly tragedy, who then become 'victims' of the Foundation in order to protect the rest of humanity. Look at SCP-231 for an example
