"Committed a crime" seems pretty vague. After all, laws change through different years and civilizations. Do all of the shadows, though they are from differing time periods, respond in kind to the same set of crimes? What constitutes a crime and what does not?

The list of crimes and punishments at the end also strikes me as imprecise. Maybe a more in-depth testing log?

I like the base concept tho.

I was expecting the shadow to do something as a shadow, and was a bit disappointed when it didn't. If you're not attached to the "becomes physical" part of your concept, a suggestion: the shadow remains a shadow, and attacks the shadow of the person who committed the crime, without the person suffering any injuries, or even feeling anything. The person's shadow will become out of sync with the person, looking and acting as if the person had suffered the injuries:

• If the shadow suffered a leg injury, it will limp even though the person doesn't. If the injury is minor enough, the limp will eventually go away.
• If the shadow had a finger cut off, the person's finger will be permanently shadow-less.
• If the shadow was killed, the person will permanently have no shadow whatsoever.

I'd pay good money to see how to remove someone's arms without removing his hands and fingers.

It's… Not bad. It's written somewhat well, and I do have to admit the punishments made me cringe a bit, due to an overactive imagination. So it definitely has the creepiness factor there.

The only thing that strikes me as off, is the definition of the crimes the shadows react to. Mostly it has to do with the fact that each shadow is associated with a different era, and possibly a location within that era.

It might have been better to write it out describing that the shadows reacted to what would have been considered crimes of the eras and locations that they are depicted as coming from. Granted, you covered the general cases which would have been considered crimes in most, if not all societies, regardless of era and location.

The idea is solid and you have a good picture. For that, I upvoted it.

That being said, the writing style needs a lot of work. Some of the phrasing is a bit awkward, and the tone feels off as well.

I definitely like the idea, but the phrasing of "tied to SCP-1002" was confusing until about the third time I read it.

Some of the identities of the shadows seem improbable. A roman soldier has a pretty recognizable profile, but how can the Foundation tell that number 5 is from the ██████ Casino? Unless they have uniforms that are very distinctive in silhouette, it would be impossible to tell. Same thing with the policemen. We couldn't see badges or logos, so how do we know they're from specific cities?

Also, upon rereading I noticed that number 6 is, in fact, an airplane. I feel silly for not noticing sooner.

I like this. That said, I feel there are a few issues that could be addressed.

• Why are the containment rooms lit? A dark room throws no shadows. Or can the SCP-1002-XA instance manifest even in the dark?
• If the SCP-1002-XA instance manifests when a target enters a 10m perimeter of SCP-1002-X then why is the smaller containment room 6mx6m? Surely the Foundation has the resources to make the room 12mx12m and contain the items in the central 2mx2m.
• If a 10m breach of perimeter is required for SCP-1002-XA to manifest, and it pursues a target, how is it catching people? Remarkable agility is one thing, but if I see a dark shadowy humanoid manifest 9.5m in front of me, the first thing I'm going to do is take a step back. Maybe the SCP-1002-XA instances need to warp to individual?

I also second the earlier suggestion of rewriting the crimes/punishments as a test log.
