I love the idea of Wondertainment creating disguises for their other anomalies, but this is one of those SCPs that is totally reliant on crosslinking for a hook, something I'm just not a fan of. I'd rather see this be an interesting standalone and then have a separate supplemental testing log, rather than have the test log be the focus of it.
That's a very understandable option. I did want to feature more than just SCP's in the testing logs but had trouble coming up with a scenario for how the Foundation could test it the mass on physically abnormal children.
I didn't want to use people with mundane abnormalities though, as Wondertainment wouldn't want to come off as being insensitive to those with such appearances.
This is cute, it's written well (though you have a few grammar errors that could have been caught with more proofreading). It tells a little bit of a story - it's a simple one, but this is a perspective on Wondertainment I haven't seen before.
What keeps me at neutral is, as DrSevere pointed out, that this doesn't stand alone. A test log totally reliant on cross-links isn't an idea I'm a fan of, especially when the tests are basically the same thing happening the same way in each one. In a larger sense, though, I feel like most of the backstory/context of this is reliant on the relationship between Wondertainment and the foundation/the foundation and anomalies. This is a matter of personal taste, but I prefer skips that are about the Foundation encountering things in the world, rather than centered on the Foundation itself, and I feel like this is firmly in the latter category.
Still, it's a nice read, provoked a couple thoughts, and definitely is in the spirit of Halloween.
Cross-testing! Glorious, glorious gratuitous cross-testing in series IV! It is a little more justified than in series I skips since the masks only work on anomalies, but I love it. You get an upvote.

SECONDED. One of three things will happen, as far as I can figure:
1. 682 will turn into a harmless child, enjoy the experience, then go on an explosive rage-fueled death-bender (more than usual) for the indignity.
2. It will almost work, but then he'll adapt and use his newfound devil powers before being dumped back in the wash tub.
3. He won't change, but they won't be able to get it back from him because it's his now, dang it.
Either way, that'll be a fun romp.

I like it enough to give a +1, but seeing the phrase "To clarify" in an article rubs me the wrong way for some reason. However, that's just nitpicking and that didn't take away from my overall enjoyment.

Taking the most common piece of feedback into account, I'd like to share a few ideas I have for changes to add to SCP-3992.
I was thinking of featuring in the testing logs a few anomalous humanoids (not SCP's, simply people in Foundation custody) as well as a few SCP-████'s. To make the logs less crosslinky.
As well as this, I was thinking of giving the masks the ability to take the wearers personal preference into account, and change the costume they appear dressed in to their personal idea of what that monster would look like.
Thoughts?
I think customizing the "disguise" effect to be relevant to the personality of the skip wearing it is a great idea - those ideas seem like they'd be tricky to come up with, but imo it would be a perfect way to make this stand on it's own.
